Dr. Vinay Prakash Singh, an Officer of Indian Postal Service and former Chief Postmaster General of Uttar Pradesh Circle, has taken over as the Secretary General of the Asian Pacific Postal Union (APPU) at its headquarters in Bangkok, Thailand. His tenure will be of 4 years. Prior to this, he was working as Member (Personnel) in Postal Service Board, New Delhi. This is the first time an Indian will be heading an international organization in the Postal sector. Dr. Vinay Prakash Singh, a resident of Ayodhya District in Uttar Pradesh,was elected as Secretary General after successful elections during the 13th APPU Congress held in Bangkok during August-September 2022.
Shri Vineet Pandey, Secretary, Department of Posts said that, “This is the first time an Indian is leading an international organization in the postal sector. At this crucial juncture for the sector, it is a privilege for the Department to have its officer lead the activities of the Union, especially beginning from this year of India’s G20 presidency”.
Asian Pacific Postal Union (APPU) is an intergovernmental organization of 32-member countries of the Asian-Pacific region. APPU is the only restricted union of the Universal Postal Union (UPU) in the region, which is a specialized agency of the United Nations. The goal of APPU is to extend, facilitate and improve postal relations between member countries and to promote cooperation in the field of postal services. As the regional centre for various UPU projects, APPU also takes the lead in ensuring that all technical and operational projects of the UPU are fulfilled in the region so that the region is integrated into the global postal network in the best possible way. Secretary General leads the activities of the Union and is also the Director of the Asian Pacific Postal College (APPC) which is the largest intergovernmental postal training institute in the region.
Expressing about his vision for the APPU Dr. Vinay Prakash Singh said that “My goal is to improve the regional coordination with postal players in the Asia Pacific region to improve the growth of business through the postal network, to ensure the sustainability of the Union, and to revamp the training courses offered at APPC.” Asia Pacific region generates around half of the global mail volume and has around one-third of the global postal human resource.

भारतीय डाक सेवा के वरिष्ठ अधिकारी एवं उत्तर प्रदेश परिमंडल के चीफ पोस्टमास्टर जनरल रहे डॉ. विनय प्रकाश सिंह ने एशियाई प्रशांत डाक संघ (एपीपीयू) के महासचिव का पदभार इसके इसके मुख्यालय बैंकॉक, थाईलैंड में संभाल लिया। उनका कार्यकाल 4 वर्षों का होगा। इससे पूर्व वे डाक सेवा बोर्ड के सदस्य (कार्मिक) के पद पर कार्यरत थे। यह पहली बार है जब कोई भारतीय डाक क्षेत्र में एक अंतरराष्ट्रीय संगठन का नेतृत्व संभालेगा। उत्तर प्रदेश में अयोध्या जनपद निवासी डॉ. विनय प्रकाश सिंह, अगस्त-सितंबर 2022 के दौरान बैंकॉक में आयोजित 13वीं एपीपीयू कांग्रेस के दौरान हुए सफल चुनावों के बाद इसके महासचिव चुने गए थे।
भारतीय डाक विभाग के सचिव श्री विनीत पांडे ने कहा, “यह पहली बार है जब कोई भारतीय शख्स डाक क्षेत्र में एक अंतरराष्ट्रीय संगठन का नेतृत्व कर रहा है। डाक क्षेत्र के लिए इस महत्वपूर्ण मोड़ पर, यह भारतीय डाक विभाग के लिए सौभाग्य की बात है कि उसका अधिकारी एशियाई प्रशांत डाक संघ (एपीपीयू) की गतिविधियों का, विशेष रूप से भारत की जी-20 अध्यक्षता के इस वर्ष से नेतृत्व करेगा।”
गौरतलब है कि एशियाई प्रशांत डाक संघ (एपीपीयू) एशियाई-प्रशांत क्षेत्र के 32 सदस्यीय देशों का एक अंतर-सरकारी संगठन है। एपीपीयू इस क्षेत्र में यूनिवर्सल पोस्टल यूनियन (यूपीयू) का एकमात्र नियंत्रित संघ है, जो संयुक्त राष्ट्र की एक विशेष एजेंसी है। एपीपीयू का लक्ष्य डाक सेवाओं के क्षेत्र में सहयोग को बढ़ावा देना के लिए सदस्य देशों के बीच डाक संबंधों का विस्तार,सुविधा देना और सुधार करना है। विभिन्न यूपीयू परियोजनाओं के क्षेत्रीय केंद्र के रूप में, एपीयूयू यह सुनिश्चित करने में भी अग्रणी भूमिका निभाता है कि यूपीयू की सभी तकनीकी और परिचालन परियोजनाएं इस क्षेत्र में पूरी हो जाएं ताकि क्षेत्र को सर्वोत्तम संभव तरीके से वैश्विक डाक नेटवर्क में एकीकृत किया जा सके। महासचिव डाक संघ की गतिविधियों का नेतृत्व करते हैं और एशियन पैसिफिक पोस्टल कॉलेज (एपीपीसी) के निदेशक भी हैं जो इस क्षेत्र का सबसे बड़ा अंतर सरकारी डाक प्रशिक्षण संस्थान है।
एपीपीयू महासचिव का पदभार ग्रहण करने के बाद डॉ. विनय प्रकाश सिंह ने कहा, "मेरा लक्ष्य डाक नेटवर्क के माध्यम से व्यापार के विकास में सुधार करने, संघ की स्थिरता सुनिश्चित करने और एपीपीसी में कराए जाने वाले प्रशिक्षण पाठ्यक्रमों में सुधार करने के लिए एशिया प्रशांत क्षेत्र में डाक से जुड़े संस्थानों के साथ क्षेत्रीय समन्वय में सुधार करना है।" एशिया प्रशांत क्षेत्र में पूरी दुनिया के मेल का लगभग आधा मेल आता-जाता है और यहां डाक मानव संसाधन पूरी दुनिया का लगभग एक तिहाई है।
