डाक विभाग में डाक सहायकों की भर्ती हेतु उ.प्र. में 1 जून को परीक्षा

डाक विभाग द्वारा डाक सहायक/छँटाई सहायक में भर्ती हेतु परीक्षा का आयोजन इलाहाबाद में 49 परीक्षा केन्द्रों पर किया जायेगा। इस संबंध में इलाहाबाद परिक्षेत्र के निदेशक डाक सेवायें श्री कृष्ण कुमार यादव ने तैयारियों की समीक्षा की और सभी को उनके कार्यों की जानकारी दी। उन्होंने बताया कि इलाहाबाद के 49 परीक्षा केन्द्रों पर डाक विभाग ने विभिन्न डाक मंडलों से 2-2 प्रेक्षक (ऑब्जर्वर) नियुक्त किये है। इसके अलावा परीक्षा में किसी भी प्रकार की गड़बड़ी को रोकने के लिए पुलिस अधिकारियों को भी समुचित व्यवस्था करने हेतु लिखा गया है। डाक विभाग इस परीक्षा का आयोजन सीएमसी लिमिटेड कंपनी के माध्यम से करा रहा है। 

गौरतलब है कि डाक विभाग द्वारा पूरे उत्तर प्रदेश में 01 जून, 2014 दिन रविवार को प्रातः 11-00 से 01-00 बजे तक डाक सहायक/छँटाई सहायक परीक्षा आयोजन किया जा रहा है। इसमें उत्तर प्रदेश में इलाहाबाद, वाराणसी, लखनऊ, आगरा, बरेली, कानपुर, गोरखपुर, नोएडा, गाजियाबाद एवं सहारनपुर कुल 10 जगहों पर परीक्षायें आयोजित की जा रही हैं। गौरतलब है कि डाक विभाग इस परीक्षा का आयोजन सीएमसी लिमिटेड कंपनी के माध्यम से करा रहा है। 

निदेशक डाक सेवायें श्री कृष्ण कुमार यादव ने बताया कि इलाहाबाद में कुल 49 केन्द्रों पर परीक्षाओं का आयोजन किया जा रहा है। इनमें बिशप जानसन, ब्वायाज हाई स्कूल, आर्य कन्या इन्टर कालेज, क्रास्थवेट इन्टर कालेज, ईश्वर शरण डिग्री कालेज, मैरी लुकस स्कूल और कालेज, प्रयाग महिला विद्यापीठ इन्टर कालेज, हिन्दू महिला विद्यालय इन्टर कालेज इत्यादि विद्यालय शामिल हैं।

श्री यादव ने बताया कि उत्तर प्रदेश परिमंडल में कुल 658 डाक सहायकों/छँटाई सहायकों एवं अन्य सहायकों की भर्ती होनी है। जिसमें से इलाहाबाद परिक्षेत्र में 107 पदों पर भर्ती की जानी है। पूरे उत्तर प्रदेश में लगभग 3 लाख 41 हजार परीक्षार्थी परीक्षा में सम्मिलित होंगे, जिनमें से इलाहाबाद परिक्षेत्र में कुल 41069 परीक्षार्थी शामिल हो रहे हैं। गत वर्ष इलाहाबाद में 33,344 परीक्षार्थियों के सापेक्ष कुल 22,000 परीक्षार्थी परीक्षा में सम्मिलित हुए थे। 

डाक निदेशक श्री कृष्ण कुमार यादव ने बताया कि किसी भी अभ्यर्थी को डाक द्वारा प्रवेश पत्र नहीं भेजा जा रहा है। परीक्षा हेतु अर्ह सभी अभ्यर्थी  www.pasadrexam2014.in  वेबसाईट पर जाकर अपनी पंजीकरण संख्या व पासवर्ड के जरिये अपना प्रवेश पत्र डाउनलोड कर सकते हैं। श्री यादव ने बताया कि परीक्षा हाल में उक्त प्रवेश पत्र के साथ फोटो आई-कार्ड लाना अनिवार्य है।

History of Allahabad Head Post Office: अतीत के आईने में इलाहाबाद हेड पोस्ट ऑफिस

इलाहाबाद हेड पोस्ट ऑफिस की पुरानी बिल्डिंग। अंग्रेजों के ज़माने में  वर्ष 1834 में निर्मित इस बिल्डिंग का स्थापत्य, कमरों की डिज़ायन और बड़े-बड़े हॉल वाकई मनमोहक हैं।  अंग्रेजों के ज़माने में निर्मित इस भवन में अब इंस्पेक्शन क्वार्टर्स के अलावा पोस्टमास्टर रेजिडेंस, मेल व डिलिवरी सेक्शन, ट्रेजरी, एकाउंट सेक्शन, कांफ्रेंस हॉल और पोस्टल स्टोर डिपो का कुछ भाग अवस्थित है। हममें से अधिकतर लोग, जिन्होंने इलाहाबाद में रहकर कम्पटीशन की तैयारी की है या सिविल लाइंस से गुजरे होंगे, इस पुरानी बिल्डिंग से जरूर रूबरू हुए होंगे.

इलाहाबाद हेड पोस्ट ऑफिस की नई बिल्डिंग।  इसका उद्घाटन 15 अगस्त, 1973 को तत्कालीन संचार मंत्री श्री हेमवती नंदन बहुगुणा द्वारा किया गया था। इस भवन में कुल 4 तल हैं।  इसमें प्रथम और द्वितीय ताल पर  इलाहाबाद प्रधान डाक घर, तृतीय तल पर प्रवर डाक अधीक्षक, इलाहाबाद मंडल का कार्यालय और चतुर्थ तल  पर निदेशक डाक सेवाएं और पोस्टमास्टर जनरल, इलाहाबाद परिक्षेत्र का कार्यालय है। 

इलाहाबाद हेड पोस्ट ऑफिस का 'प्रोजेक्ट एरो' (फेज 2) के तहत वर्ष 2009 में कायाकल्प किया जा चुका है। यहाँ कोर बैंकिंग सॉल्यूशन (CBS) भी 5 मार्च, 2014 से प्रभावी है। 

इलाहाबाद प्रधान डाक घर के भू-तल पर ही डाक टिकट संग्रहकर्ताओं के लिए 'फिलेटलिक ब्यूरो' संचालित है। इस ब्यूरो में डाक टिकटों और फिलेटलिक वस्तुओं के अलावा पुराने ज़माने में डाकियों या हरकारों द्वारा इस्तेमाल किये  बल्लम, घुँघरू, तलवार, सेर वाले बाट और ब्रिटिश काल की ऑर्डर बुक इत्यादि संग्रहित हैं। 

इलाहाबाद हेड पोस्ट ऑफिस की पुरानी बिल्डिंग में ईस्ट इण्डिया कंपनी का सिम्बल रॉयल कोट ऑफ़ आर्म्स (Royal Coat of Arms) विभिन्न खण्डों में मिला था,  जिसे संरक्षित करके 9 मार्च, 2009 को नई बिल्डिंग के भू-ताल पर स्थित 'फिलेटलिक ब्यूरो' में स्थापित किया गया।

Postal employees of Allahabad felicitated by Director Postal Services K K Yadav

A programme to felicitate officers and employees of the Postal Department, for their outstanding performance in various postal services and earning high revenue, was organized on 12 May, 2014 in the premises of Allahabad Head Post Office. Mr. Krishna Kumar Yadav, Director Postal Services, Allahabad Region felicitated the top performers with trophies and Certificates of Appreciation.

Addressing the felicitation programme Mr. Krishna Kumar Yadav, Director Postal Services, Allahabad Region said that best results may be obtained only when officers and employees are praised and motivated for their good work, it also creates an atmosphere of healthy competition among the staff and motivates them to yield good results. He further added that while the postal department is continuously working to modernize itself, it’s revenues have also increased. Director Mr. Yadav told that in Allahabad Division, Postal Department has achieved growth in revenue. During the financial year 2013-14, Allahabad Division earned 22.27 crore in Postal Operations, 16.47 crore in Business Development, and 18.74 crore in Saving Bank schemes. In the last financial year, 1,58,420 new accounts were opened. Whereas, in Postal Life Insurance 41.14 crore and in Rural Postal Life Insurance 17.41 crore worth insurance policies were issued during the last financial year.

Director Mr. Krishna Kumar Yadav said that year 2014-15 is very crucial for the Postal Department as during this period Core Banking Solution (Finacle) and Core Insurance Solution (McCamish) will be introduced respectively for Banking and Insurance work in all Post Offices under the I T Modernization Project. After implementation of McCamish, customers of Postal Life Insurance and Rural Postal Life Insurance will be able to purchase insurance policies online, pay premium online and view details of their policies online. Likewise, Post Offices will start offering Internet Banking, Mobile banking, and ATM and other services to their customers. It may be noted that CBS has been already implemented in 52 Post Offices in Uttar Pradesh. Mr. Krishna Kumar Yadav, Director Postal Services also announced start of CBS at Allahabad High Court Post Office from today, it will be the first Sub Post Office of Allahabad, migrated to CBS platform.

On this occasion, Senior Superintendent of Post Offices, Allahabad Division, Mr. Rahmatullah said that Postal Department is working continuously to provide best services to its customers, and implementation of I T Modernization Project is in full swing. He further said that we have to start working from the beginning itself for achievement of targets allotted for the current financial year.

17  Postal Officials were awarded by Director Postal Services, Mr. Krishna Kumar Yadav o n this occasion, including Mr. Vinay Yadav, Assist. Supdt, and Mr. C. L. Mishra, Sub Postmaster, Daraganj for Postal Life Insurance, Mr. R. C. A Daak Mela was also organized on this occasion at Allahabad Head Post office in which Postal Life Insurance worth 2 crore, Rural Postal Life Insurance worth 3 crore and 6000 new accounts were opened.

इलाहाबाद डाक मंडल में विभिन्न सेवाओं में उत्कृष्ट कार्य करने एवं अधिकाधिक राजस्व अर्जन हेतु अधिकारियों व कर्मचारियों का सम्मान समारोह 12 मई, 2014 को इलाहाबाद प्रधान डाकघर परिसर में आयोजित कार्यक्रम में किया गया। इलाहाबाद डाक परिक्षेत्र के निदेशक डाक सेवायें श्री कृष्ण कुमार यादव ने उत्कृष्ट कार्य करने वालों को ट्राफी व प्रशस्ति पत्र देकर सम्मानित किया।

सम्मान समारोह को सम्बोधित करते हुये निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव ने कहा कि अधिकारियों व कर्मचारियों को प्रोत्साहित करके ही किसी कार्य में अच्छा रिजल्ट पाया जा सकता है और यह एक स्वस्थ प्रतियोगिता के माध्यम से अधिकारियों एवं कर्मचारियों को आगे बढ़ाने का माध्यम है। उन्होंने कहा कि डाक विभाग ने जहाँ अपनी सेवाओं का आधुनिकीकरण किया है, वहीं इसके राजस्व में भी काफी वृद्धि हुयी है। श्री यादव ने बताया कि डाक विभाग ने इलाहाबाद मंडल में विभिन्न क्षेत्रों में अपना राजस्व बढ़ाया है। वित्तीय वर्ष 2013-14 में इनमें पोस्टल आपरेशन में 22.27 करोड़, व्यवसाय विकास में 16.47 करोड़, बचत बैंक सेवाओं में 18.74 करोड़ रूपये का राजस्व प्राप्त हुआ है। गत वित्तीय वर्ष में कुल 1,58,420 नये खाते खोले गये। डाक जीवन बीमा में 41.14 करोड़ व ग्रामीण डाक जीवन बीमा में 17.41 करोड़ रूपये का लोगों का बीमा कराया गया। 

डाक निदेशक श्री यादव ने कहा कि वर्ष 2014-15 डाक विभाग के लिये बहुत महत्वपूर्ण है क्योंकि इन्हीं दो वर्षों में आई0 टी0 मार्डनाइजेशन प्रोजेक्ट के तहत सभी डाकघरों में बैकिंग के लिए कोर बैकिंग साल्यूशन और डाक जीवन बीमा/ग्रामीण डाक जीवन बीमा के लिए कोर इंश्योरेंस साल्यूशन (मैककमिश) लागू होना है। मैककमिश के तहत डाक जीवन बीमा के ग्राहक आनलाइन पालिसी खरीदने, आनलाइन प्रीमियम जमा करने व पालिसी का विवरण आनलाइन देख सकेंगे। इसी प्रकार डाकघरोें में सीबीएस के माध्यम से आने वाले दिनों में डाकघरों द्वारा इंटरनेट बैंकिंग, आनलाइन बैंकिंग, मोबाइल बैंकिंग एवं एटीएम सेवायें इत्यादि दी जा सकेंगी। फिलहाल उत्तर प्रदेश के 52 डाकघरों में सीबीएस लागू किया जा चुका है। डाक निदेशक श्री यादव ने इलाहाबाद हाईकोर्ट उपडाकघर के आज सेे सीबीएस के तहत कार्य करने के शुभारंभ की भी घोषणा की। यह इलाहाबाद का प्रथम उपडाकघर है, जिसे सीबीएस के तहत आरंभ किया गया है। 

इस अवसर पर इलाहाबाद मंडल के प्रवर डाक अधीक्षक श्री रहमतउल्लाह ने कहा कि डाक विभाग अपने ग्राहकों को बेहतर सेवा देने के लिए तत्पर है और इस दिशा में डाक विभाग की महत्वाकांक्षी परियोजना आई0 टी मार्डनाइजेशन प्रोजेक्ट के तहत तेजी से कार्य हो रहा है। उन्होंने कहा कि इस वित्तीय वर्ष में अभी से लक्ष्य प्राप्ति पर लगना है ताकि अधिकाधिक राजस्व अर्जन किया जा सके। 

इस अवसर पर सर्वाधिक डाक जीवन बीमा हेतु श्री विनय यादव, सहायक डाक अधीक्षक दक्षिणी उपमंडल एवं श्री सीएल मिश्रा उपडाकपाल दारागंज, ग्रामीण डाक जीवन बीमा हेतु श्री आरसी शुक्ला पोस्टमैन मेजा उपडाकघर, सर्वाधिक बचत खाते खोलने हेतु श्री प्यारेलाल मौर्या शाखा डाकपाल नसरतपुर, सोरांव व उत्कृष्ट मार्केटिंग हेतु श्री रजनीश श्रीवास्तव, सहित 17 डाककर्मियों को निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव द्वारा सम्मानित किया गया। 

इस अवसर पर प्रधान डाकघर में एक डाक मेले का भी आयोजन किया गया जिसमें 2 करोड़ का डाक जीवन बीमा, 3 करोड़ का ग्रामीण डाक जीवन बीमा व 6,000 नये खाते खोले गये।

लोकसभा चुनावों में डाक मतपत्र के लिए डाक विभाग भी मुस्तैद

देश की सरहद पर बैठा सैनिक यदि देश की रखवाली कर रहा होता है तो उसे उतनी ही चिंता अपने क्षेत्र की भी होती है। उसकी दिली इच्छा होती है कि काश वह अपने इलाके में वोट दे सके। डाक मतपत्र ऐसे लोगों के लिए वोटिंग का माध्यम उपलब्ध कराता है। गौरतलब है कि इस बार डाक मतपत्र इसलिये भी चर्चा में हैं क्योंकि पहली बार देश के राष्ट्रपति भी दक्षिण कोलकाता लोकसभा सीट पर अपना वोट डालने के लिए पोस्टल बैलेट का उपयोग कर सकते हैं।  

 इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव के अनुसार, चुनाव अधिनियम के अनुसार सेना के सशस्त्र बलों के जवान, केन्द्रीय पुलिस बल के जवान और राज्य पुलिस बलों के जवान, जो कि राज्य से बाहर तैनात हैं और अपने मूल निवास स्थान पर मतदाता के रूप में पंजीकृत हैं, डाक मतपत्र के जरिये वोट दे सकते हैं।  इसके लिए नियमानुसार प्रत्याशियों की सूची को अंतिम रूप दिये जाने के 24 घंटे के भीतर डाक मतपत्र छापे जाने चाहिए और अगले 24 घंटे के अन्दर जारी कर दिये जाने का प्रावधान है। सेवा मतदाताओं के डाक मतों के लिए बाहरी लिफाफे (फार्म 13 ग) पीले रंग में होते हैं, ताकि उन्हें मतदान में ड्यूटी पर तैनात कर्मियों के लिए डाक मतों से अलग किया जा सके।

निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव ने बताया कि डाक मतपत्रों के लिए डाक विभाग ने तमाम तैयारियांँ की हैं। इसके लिए संबंधित मंडलों के प्रवर डाक अधीक्षकों/अधीक्षकों को नोडल अधिकारी नियुक्त किया गया है। रिटर्निंग आॅफिसर द्वारा प्राप्त डाक मतपत्रों को प्राप्त कर उन्हें पंजीकृत पत्र/स्पीड पोस्ट के माध्यम से संबंधित लोगों को भेजा जा रहा है और इन्हें प्राप्त होते ही उसी दिन रिटर्निंग आॅफिसर को हाथों-हाथ उनका वितरण भी सुनिश्चित किया जा रहा है। श्री यादव ने बताया कि डाक मतपत्रों के पारगमन में सुविधा के मद्देनजर विशेष रजिस्टर्ड/स्पीड पोस्ट बैग बनाये जा रहे हैैं, जिन पर ’’इलेक्शन अर्जेन्ट’’ लिखा जाता है। संबंधित डाकघर भेजे व प्राप्त सभी डाक मतपत्रों का रिकार्ड भी अलग से रखता है। इलाहाबाद जनपद में जहाँ डाक मतपत्र पहले ही भेजे जा चुके हैं, वहाँ यह वापस वितरण के लिए रोज प्राप्त हो रहे हैं। 

डाक निदेशक श्री कृष्ण कुमार यादव ने कहा कि संबंधित वितरण डाकघरों में डाक मतपत्र प्राप्त होने के दिन ही संबंधित रिटर्निंग आॅफिसर को हाथों-हाथ वितरण के लिए प्रबंध किये गये हैं। मतगणना के दिन तक प्राप्त सभी डाक मतपत्र प्राप्ति के दिन ही रिटर्निंग अधिकारी को हस्तगत कर दिये जायेंगे। अन्य दिनों में सायं 3 बजे और मतगणना के दिन प्रातः 8 बजे या मतगणना के आरंभ होने के निर्धारित समय तक प्राप्त डाक मतपत्र हस्तगत किये जायेंगे। 

President Pranab Mukherjee will be the first Head of the State to use postal ballot.

NEW DELHI: Breaking from tradition, President Pranab Mukherjee will become the first Head of the State to exercise his franchise through postal ballot when he will cast his vote early next week for South Kolkata Lok Sabha polls. Mukherjee's polling station is Nikhil Bharat Bangabhasha Parishad at Lake road in Kolkata.

Unlike his predecessor, the President will not be voting in the national capital and will instead use postal ballot as he is a registered voter in 160 Rashbehari, part of South Kolkata parliamentary seat, which goes to polls on May 12, official sources said.

Mukherjee has completed the form required for the postal ballot, the sources said, adding the rationale behind the President's decision was that he did not want to pressurise the state administration for making arrangements for his visit.

Presidents in the past have been voting either at the Rashtrapati Bhavan polling station or at Nirman Bhavan.

This makes, Mukherjee, who is the country's 14th President, the first Head of the State to use postal ballot.

Postal Dept. made arrangements for Speedy transmission of Postal Ballots

The soldiers guarding the frontiers of the country are also worried about the things happening at his home, at his town and in his country. It is his dire wish that he can vote. Here Postal ballots come to the scene. Mr. Krishna Kumar Yadav, Director Postal Services, Allahabad Region told that As per provisions of election law, the members of the armed Forces of the Union, Central Armed Police Forces and State Armed Police forces posted outside the State, who are registered as a voter in the voters' list of their native place, can cast their vote from their place of posting through Postal Ballot paper. All postal ballots for these voters will be printed within 24 hours of finalization of list of contesting candidates and kept ready for dispatch with all other documents within the next 24 hours through the Post Offices to the Record Offices of various services. 

Mr. Krishna Kumar Yadav, Director Postal Services, Allahabad Region said that Department of Posts has make the arrangement for issue of postal ballots to the service voters received from returning officer of each constituency and receipt of postal ballots by post for returning officer of each constituency. The Divisional Head of all the Divisions are nominated as nodal officer who will coordinate with the concerned returning officer. The postal ballots for service voters are handed over to the Returning Officer/Asst. Returning Officer of each constituency to a designated employee of the postal department nominated for this purpose. The postal ballots will be booked under registered post/speed post. For speedy transmission of postal ballots the label of CRC/Speed Post Bag has been mentioned the word "Election Urgent", added Mr. Yadav.

Director Postal Services Mr Krishna Kumar Yadav said that for receiving back postal ballots by post, the delivery post offices have been instructed  to make the same day delivery arrangement of all postal ballots to the concerned returning officer by hand through nominated officer. The record of booked public delivery of postal ballots will be maintained by the concerned post offices. Mr. Yadav added that the delivery Post Offices will make the same day delivery arrangement of all Postal Ballots to the concerned Returning Officer of that particular constituency by hand through nominated officer at 3 PM every day except for the counting day when the time for delivery will be before 8 AM or such other time fixed for commencement of counting at the counting centre for that Assembly constituency.

Mr. KK Yadav said that Post offices have been sensitized to give top most priority to the delivery of envelopes containing POSTAL BALLOT PAPERS sent by post so that these are delivered to the electors and these envelops reach back to the concerned Returning Officers in the shortest possible time. Postal department have to ensure that all postal ballots for service voters are delivered to the respective record offices/army personnel within 48 hours.

 It is worth to mention that at first time even President of India Mr. Pranav Mukherjee can use postal ballot for casting his vote at South Kolkata constituency.

‘ग्रामीण डाक जीवन बीमा‘ में पूरे उत्तर प्रदेश में इलाहाबाद परिक्षेत्र अव्वल : 1 अरब 22 करोड़ 8 का बीमा

इलाहाबाद डाक परिक्षेत्र ने वित्तीय वर्ष 2013-14 में ‘ग्रामीण डाक जीवन बीमा‘ में पूरे उत्तर प्रदेश में सर्वाधिक व्यवसाय कर कीर्तिमान स्थापित किया है। डाक विभाग ग्रामीण क्षेत्र के लोगों  को बीमा कवरेज देने हेतु 1995 से ‘ग्रामीण डाक जीवन बीमा‘ सेवा दे रहा है। इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएं कृृष्ण कुमार यादव ने बताया कि गत वित्तीय वर्ष में इलाहाबाद परिक्षेत्र ने ग्रामीण लोगों  का 1 अरब 22 करोड़ 8 लाख रूपये का बीमा किया। श्री यादव ने बताया कि परिक्षेत्र में वर्तमान में 1,45,596 ग्रामीण लोगों का बीमा किया जा चुका है, जिनकी  कुल बीमित राशि लगभग 7 अरब 73 करोड़ है। ग्रामीण डाक जीवन बीमा का फोकस ग्रामीण क्षेत्रों के लोगों पर है, जिनमें शिक्षा मित्र, आंगनबाड़ी कार्यकर्ता, किसान, मजदूर, प्राईवेट कर्मचारी इत्यादि शामिल हैं। 

 डाक निदेशक कृृष्ण कुमार यादव ने बताया कि वित्तीय वर्ष 2013-14 में ’डाक जीवन बीमा’ के अन्तर्गत भी लोगों का 1 अरब 41 करोड़ 86 लाख रूपये का बीमा किया गया। इसके तहत वर्तमान में सरकारी/अर्द्ध सरकारी/सरकारी नियंत्रण वाली संस्थाओं के कर्मी बीमा के पात्र हैं। श्री यादव ने कहा  कि डाकघर की बीमा योजनाओं में निवेश की सुरक्षा पर सरकार की गांरटी, धारा 80 सी के तहत आयकर में छूट, कम प्रीमियम और अधिक बोनस, पाॅलिसी पर लोन की सुविधा, देश के किसी भी डाकघर में प्रीमियम जमा करने की सुविधा और 6 महीने के अग्रिम प्रीमियम पर 1 फीसदी की छूट, 12 माह अग्रिम जमा पर 2 फीसदी की छूट दी जाती है। जमा प्रीमियम पर किसी तरह का किसी प्रकार के एजेन्ट कमीशन का भार प्रस्तावक पर नहीं पड़ता है। 

इस वित्तीय वर्ष के बारे में चर्चा करते हुए डाक निदेशक कृृष्ण कुमार यादव ने कहा कि डाक विभाग ने इसके लिए जहाँ विभिन्न कार्यालयों व गाँवों में मेले लगाकर लोगों को जागरूक किया वहीं 105 गाँवों को सम्पूर्ण डाक बीमा ग्राम के रूप में शत-प्रतिशत अंगीकृत किया गया है। नये वित्तीय वर्ष के लिए अभी से अधिकाधिक लोगोें को बीमा कवरेज के तहत लाने पर भी उन्होंने जोर दिया।

Postal Dept. earns record revenue in insurance sector

Allahabad Postal Region has made a new record by achieving maximum business in respect of Rural Postal Life Insurance in Uttar Pradesh Circle. Postal Department is offering insurance coverage for rural populace since 1995 under Rural Postal Life Insurance. Mr. Krishna Kumar Yadav, Director Postal Services, Allahabad Region told that in last financial year Postal Department issued RPLI worth Rs. 122 crore 8 lakh. Mr. Yadav informed that currently 1,45,596 people  living in rural areas are covered under this insurance scheme. Sum assured for which stands at 773 crore. Focus of RPLI is on people living in rural areas, which includes ‘Shiksha Mitra’, Aanganbadi workers, farmers, laborers, private employees etc.

Director Postal Services, Mr. Krishna Kumar Yadav also added that during the financial year 2013-14, business of 141 crore 86 lakh has been achieved under Postal Life Insurance (PLI). Under this employees of Government/ Semi- government/ and Government controlled institutions are eligible for insurance.

Mr. Krishna Kumar Yadav, said that insurance schemes offered by Post Offices are secured under guaranteed return by Government, tax rebate under section 80 C, low premium, high bonus, loan against policies, facility to deposit premium at any Post Office in India, and 1 percent rebate on advance premium deposit of 6 months, 2 percent rebate on advance premium deposit of 12 months. Proponent is not burdened with any type of commission paid to agents.

Director Postal Services, Mr. Krishna Kumar Yadav further added that to achieve this target Postal Department undertook awareness campaign by organizing ‘Melas’ in villages and Government offices. In the last financial year 105 villages were completely adopted under ‘Sampoorna Jeevan Bima Gram’ scheme. He also emphasized that for new financial year, there’s need to bring maximum number of people under insurance cover.

Postal department to deliver pamphlets at voters' doorsteps

With election campaigning catching pace, candidates and their supporters need to be ready to face the heat, literally.The soaring mercury is set to trouble those campaigning door-to-door in both urban and rural areas. At such a time, the postal department is set to give some relief to political parties with a novel method. According to a new scheme, the department will deliver pamphlets of candidates in their chosen area through Direct Post.

The Director of Postal Services for the Allahabad Region, Krishna Kumar Yadav, said as it would not be possible for candidates to reach each and every house in their constituency and also follow restrictions on processions and road shows, the postal department scheme would help them in canvassing for votes.While social media has limited access in rural areas and there are limits enforced by operators on text messages on mobile phones, direct post may be the best choice for candidates campaigning for the Lok Sabha elections.

Under the scheme, candidates and parties can hand over election pamphlets to the post office and a postman will deliver them to all the houses in the area specified by them. The cost is just Rs 1.5 per pamphlet but there should be at least 1,000 of these for a package.The director KK Yadav further said that with increasing commercial activity, the need for direct advertising of products and services is growing.

Direct Post is the unaddressed component of Direct Mail and would comprise unaddressed postal articles like letters, cards, brochures, questionnaires, pamphlets, samples, promotional items like CDs, coupons, posters, or any other form of printed communication not prohibited by the Indian Post Office Act, 1898, or Indian Post Office Rules, 1933.

For local distribution, India Post would charge Rs 1.5 per article for the first 20 grams and Rs 2 per article for distribution anywhere in the country. However, for every additional 20 grams or less, in both local and inter-city cases, Rs 1 extra would be charged, Yadav added.

अब चुनाव में नेताओं के संदेश भी लाएगा डाकिया

लोकसभा चुनाव की तैयारियों के साथ ही सभी राजनैतिक दल व नेता जनता तक पहुँचने की कवायद में लगे हुये हैं।  हर कोई जनता तक पहुँचना चाहता है। सोशल मीडिया से लेकर मोबाइल तक का इस्तेमाल इसके लिए किया जा रहा है। पर इनकी सीमित पहुँच और शब्दों की सीमा की आबद्धता आड़े आती है। ऐसे में इस चुनावी माहौल में डाक विभाग ने उम्मीदवारों को जनता से जोड़ने के लिए डायरेक्ट पोस्ट के रूप में एक नायाब तरीका उपलब्ध कराया है। डायरेक्ट पोस्ट के तहत बिना पता लिखी डाक को लक्षित जनता के दरवाजे तक पहुँचाया जाता है। ऐसे में यदि भाजपा को वोट दें, साइकिल पर मुहर लगाएँ या कांग्रेस का हाथ आपके साथ, ऐसे नारे लिखे पर्चे या अपीलें लेकर डाकिया आपके घर पहुँचे तो  हैरान होने की जरुरत नही। दरअसल अब नेताओं की बातें आप तक पहुँचाना उसकी  नौकरी में शामिल हो  गया है। डाक विभाग  यह काम मुफ्त में नही बल्कि व्यावसायिक नजरिये से पैसे लेकर करता है। ऐसी ही सेवाएँ प्रचार चाहने वाले अन्य कार्य-क्षेत्रों को भी दी जा रही हैं। 

इस संबध में इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएँ कृष्ण कुमार यादव ने बताया कि  इसके तहत राजनैतिक दल ही नहीं उत्पादन, निर्माण और  सेवा क्षेत्र  के निजी या सरकारी संस्थान भी  प्रचार के लिए इसका सहारा ले सकते हैं। मसलन किसी कम्पनी को अपने उत्पादों की खासियत उपभोक्ताओं तक पहुंँचानी या फिर कोई  धार्मिक-समाजिक संस्था अपनी बात लोगों तक पहुँचाना चाहती है तो उसके लिए डायरेक्ट पोस्ट एक सशक्त माध्यम है। इसके जरिये पर्चे, प्रचार, साहित्य, अपीलें ही नहीं सीडी और कैसेट भी मनचाहे क्षेत्रों में लोगों तक पहुँचाने का दायित्व डाक विभाग लेता है। 

निदेशक श्री यादव ने यह भी जोड़ा कि इस सेवा का लाभ लेने से पहले सम्बन्धित संस्थान या व्यक्ति को कुछ शर्तों का पालन सुनिश्चित करना होगा। जैसे कि भेजने वाला निश्चित पते पर सामग्री नही भेज सकता। बस उसे इतनी छूट होगी कि वह क्षेत्र निर्धारित कर दे। उन्होंने कहा कि वही सामग्री स्वीकार की जायेगी जो इंडियन आफिस एक्ट-1898 और इंडियन पोस्ट  आफिस रुल्स 1933 में निषिद्ध नहीं की गयी है। इस सेवा में विभाग 1,000 से कम संख्या में सामग्री स्वीकार नहीं करेगा। एक जिले में अर्थात स्थानीय वितरण कार्य के लिए डेढ रुपये प्रति नग और अन्य जगहों के लिए 2 रूपये  प्रति 20 ग्राम की दर से शुल्क वसूला जायेगा। 20 ग्राम से अधिक वजन होने पर प्रति 20 ग्राम तक 1 रूपये ज्यादा चार्ज  देने होंगें। शर्त यह भी है कि सामग्री का आकार ए-3 से अधिक न हो। 

डाक निदेशक श्री यादव का मानना है कि डाकिया द्वारा वितरित की गयी ऐसी सामग्री निश्चिततः ज्यादा विश्वसनीय होगी। गौरतलब है कि अक्सर काॅलेज, चैराहे या प्रमुख बाजारों में थोक के भाव पब्लिक में पंफलेट आदि बाँंटे जाते है। बमुश्किल ही वह उस वर्ग विशेष तक पहुँच पाती है, जिसके लिए उसे तैयार किया गया होता है। डाक विभाग की डायरेक्ट पोस्ट सेवा इसी खामी को दूर करते हुए लक्षित समूह तक प्रचार सामग्री को पहुँचाएगी।

जब जेल से लिखा भगत सिंह ने पिताजी को पत्र

23 मार्च : आज ही के दिन  भगत सिंह, राजगुरु और सुखदेव ने देश की आजादी की ख़ातिर हँसते-हँसते फाँसी का फंदा चूम लिया था। उनकी शहादत रंग रंग लाई और देश आजाद हुआ।  पर किसने सोचा था कि यही आजाद देश उन्हें 'शहीद' का दर्जा तक नहीं दे पाएगा। आज भी किताबों में इन्हें उग्रवादी का दर्जा ही दिया जाता है। बहरी अंग्रेज सरकार को तो उन्होंने धमाकों से दहला कर अपनी आवाज़ सुना दी, पर आज उनकी आवाज़ कौन सुनेगा ?? .... खैर, सरकारी दस्तावेजों का क्या, आम जन की निगाह में तो ये सदैव शहीद क्रन्तिकारी ही बने रहेंगे।  आज इस दिन विशेष पर उन तीन महान आत्माओं को पुण्य श्रद्धांजलि और शत-शत नमन !!

यहाँ पर अमर शहीद सरदार भगत सिंह द्वारा अपने पिता को लिखे अंतिम पत्र को  पढ़कर उनके विचारों और मनोस्थिति को समझा जा सकता है -

पूज्य पिताजी,

मुझे यह जानकर आश्चर्य हुआ कि आपने स्पेशल ट्रिब्यूनल को मेरे बचाव के लिए प्रार्थना पत्र भेजा है। यह समाचार मेरे लिए इतना दु:खदायी था कि मैं इसे शांत रहकर सह नहीं सकता। इस समाचार ने मेरे हृदय की सारी शांति समाप्त कर दी। मेरी समझ में नहीं आता कि वर्तमान स्थिति में आप इस विषय पर किस प्रकार ऐसा प्रार्थना पत्र दे सकते हैं ?

आपके बेटा होने के नाते मैं आपकी भावनाओं एवं इच्छाओं का पूरा सम्मान करता हूं। परन्तु इसके साथ ही मैं समझता हूं कि आपको मेरे साथ परामर्श किए बिना मेरे विषय में कोई प्रार्थना पत्र देने का अधिकार न था। आप जानते हैं कि राजनीतिक क्षेत्र में मेरे विचार आपसे सर्वथा भिन्न है। मैं आपकी सहमति या असहमति का विचार किए बिना ही सदैव स्वतंत्रतापूर्वक कार्य करता हूं। मैंने कभी अपने बचाव के लिए स्पष्टीकरण देने की इच्छा प्रकट नहीं की और न मैंने कभी इस पर गंभीरतापूर्वक विचार ही किया था। यह बात गलत दृष्टिकोण का परिणाम थी या मेरे पास इन कार्यों के प्रमाण में उपस्थित करने के लिए कोई तर्क न था यह एक ऐसी बात है, जिस पर इस समय विचार नहीं किया जा सकता।

आप जानते हैं कि इस मुकदमें में हम एक निश्चित नीति पर चल रहे हैं। मेरा प्रत्येक कार्य उस नीति से मेरे सिध्दांतों से एवं हमारे कार्यक्रम से सामंजस्य रहते हुए होना चाहिए। आज परिस्थिति सर्वथा भिन्न है, परन्तु यदि परिस्थिति इसके अतिरिक्त कुछ और भी होती तो मैं अंतिम व्यक्ति होता जो अपना बचाव  उपस्थित करता। इस सारे मुकदमे में मेरे सामने एक ही विचार था और वह कि यह जानते हुए भी हमारे विरुध्द भयानक आरोप पत्र लगाए गए हैं। हम उस ओर से पूर्णतया अवहेलना की वृत्ति बनाए रखें। मेरा यह दृष्टिकोण रहा है कि समस्त राजनीतिक कार्यकर्ताओं को ऐसी दशा में अदालत की अवहेलना और उपेक्षा दिखानी चाहिए और उनको जो कठोर दण्ड दिया जाए, वह उन्हें हंसते-हंसते सहना चाहिए। इस पूरे मुकदमे के बीच हमारी नीति इस सिध्दांत पर आधारित हैं। हम ऐसा करने में सफल हुए हैं या नहीं, इसका निर्णय, करना हमारा काम नहीं है। हां, हम स्वार्थपरता को छोड़कर अपना काम करते रहे हैं।

वायसराय ने लाहौर षडयंत्र केस आर्डिनेस जारी करते हुए कहा था, इस षडयंत्र के अपराधी शांति सुव्यवस्था एवं कानून को समाप्त करने का प्रयत्न कर रहे थे। इससे जो वातावरण उत्पन्न हुआ, उसने हमें यह अवसर दिया कि हम जनता के समक्ष अपनी बात को उपस्थित करें। इस बात पर विभिन्न दृष्टिकोण हो सकते हैं। मगर इतना मूल्यवान नहीं हैं, जितना आप समझते हैं। कम-से-कम मेरे लिए इस जांच का महत्व नहीं है कि इसे सिध्दांतों की अमूल्य निधि बलिदान करके बचाया जाय हमारे साथियों ने सहमति नीति अपनायी है और हम एक-दूसरे के साथ अंतिम दम तक खड़े रहेंगे। हमें इस बात की चिंता नहीं है कि हमें व्यक्तिगत रूप से इस निश्चित का कितना मूल्य चुकाना पड़ता है। 

पिताजी, मैं बड़ी चिन्ता अनुभव कर रहा हूं। मुझे डर है कि आप पर दोष लगाते हुए इससे भी अधिक इस कार्य की निन्दा करते हुये मैं कहीं सभ्यता की सीमा न लांघ जाऊं तथा मेरे शब्द अधिक कठोर न हो जाए। फिर भी मैं स्पष्ट शब्दों में इतनी बातें अवश्य कहूंगा कि कोई दूसरा व्यक्ति मेरे प्रति इस प्रकार का कार्य करता तो मैं उसे देशद्रोही से कुछ कम न समझता, परन्तु आपके लिए मैं यह बात नहीं कह सकता। बस, इतना ही कहूंगा कि यह कम कमजोरी थी, निम्न कोटि की मानसिक दुर्बलता। यह एक ऐसा समय था जब हम सबकी परीक्षा हो रही थी। पिताजी, मैं यह कहना चाहता हं कि आप इस परीक्षा में असफल रहे।

डाक निदेशक कृष्ण कुमार यादव ने किया प्रतापगढ प्रधान डाकघर में सीबीएस का उद्घाटन

प्रतापगढ प्रधान डाकघर में कोर बैकिंग सोल्यूशन (सीबीएस) सेवा का उदघाटन 10 मार्च 2014 को इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव द्वारा किया गया। इस अवसर पर फीता काटकर एवं दीप प्रज्जवलित कर प्रतापगढ प्रधान डाकघर के सीबीएस से जुड़ने का उन्होंने शुभारंभ किया। इसी के साथ उत्तर प्रदेश में इलाहाबाद परिक्षेत्र अपने तीनों पायलट डाकघरों (इलाहाबाद, वाराणसी कैंट और प्रतापगढ़ प्रधान डाकघर) को सीबीएस से जोड़ने वाला प्रथम परिक्षेत्र बन गया। 

 उदघाटन करते हुए इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव ने कहा सीबीएस से जुड़ने के बाद एनीव्हेयर एनीटाइम बैंकिंग के तहत क्रमबद्ध रूप में धीरे-धीरे ग्राहकों को आन लाइन बैंकिंग,

मोबाइल बैंकिंग, नेट बैंकिंग और एटीएम इत्यादि का लाभ मिल सकेगा, जिससे प्रधान डाकघर के डेढ लाख से ज्यादा खाताधारक लाभान्वित होंगे। इसके तहत यह अब संचय पोस्ट के बजाय फिनैकल साफ्टवेयर पर काम होगा और मुम्बई  स्थित सेन्ट्रल सर्वर से प्रधान डाकघर सीधे जुड़ जायेगा, जिससे आॅनलाइन लेन-देन में सहूलियत होगी। निदेशक श्री कृष्ण कुमार यादव ने कहा कि प्रतापगढ प्रधान डाकघर में शीघ्र ही एटीएम सुविधा भी उपलब्ध करायी जायेगी। उन्होंने कहा कि अब सभी खाते 10 नंबरों के हो जायेंगे और सभी ग्राहकों को कम्प्यूटराइज्ड पासबुक मिलेगी। श्री यादव ने बताया कि वर्तमान में उत्तर प्रदेश में प्रतापगढ प्रधान डाकघर  को लेकर कुल 14 डाकघर सीबीएस के तहत कार्य करना आरंभ कर चुके हैं और पूरे भारत में सीबीएस के तहत माईग्रेटेड यह 70वाॅंँ डाकघर है।

प्रवर डाक अधीक्षक श्री ए.पी. तिवारी ने कहा कि प्रतापगढ में प्रतापगढ प्रधान डाकघर सीबीएस प्रणाली के तहत कार्य करने वाला प्रथम डाकघर है। प्रधान डाकघर के सीबीएस से जुड़ने पर यह देश के अन्य सीबीएस डाकघरों से जुड़ गया है। उन्होंने बताया कि शीघ्र ही मण्डल के चार डाकघरों कुण्डा, लालगंज, भगवा की चुंगी, और मकन्द्रूगंज डाकघरों को सीबीएस के तहत लाने का प्रयास किया जायेगा।

सहायक निदेशक (सीबीएस) श्री वी.डी.दुबे ने बताया कि अब बचत अभिकर्ताओं को भी सहूलियत होगी और वे पोर्टल पर जाकर घर बैठे लोगों का पैसा जमा कर सकेंगे और तद्नुसार उत्पन्न कोड डाकघर आकर बताने पर, वह लिंक हो जायेगा। यही नहीं अब अभिकर्ताओं का कमीशन उनके डाकघर बचत खाता में सीधे जायेगा। 

कार्यक्रम में सीनियर पोस्टमास्टर श्री आरएल राजभर, सहायक डाक अधीक्षक श्री राजेश शर्मा, डाक निरीक्षक श्री दीपक कुमार, एवं श्री आरके श्रीवास्तव, सहित तमाम अधिकारी एवं कर्मचारी व बचत अभिकर्तागण मौजूद रहे।

Core banking services inaugurated in Allahabad GPO, ATM services soon

Post Office Savings Bank account holders of Allahabad Head Post office can now avail Core banking services as Allahabad head Post Office was migrated to CBS platform under I T Modernization Project of the Department of Posts on 5th March, 2014. Chief Post Master General, Uttar Pradesh Mr. Ashutosh Tripathi inaugurated CBS at Allahabad Head Post office in presence of Mr. M. E. Haque, Postmaster General, Allahabad Region and Mr. Krishna Kumar Yadav, Director Postal Services, Allahabad Region by unveiling plaque and lighting lamp. 

In his inaugural address Chief Postmaster General, Uttar Pradesh Circle, Mr. Ashutosh Tripathi said that as on date 10 Post Offices of Uttar Pradesh Circle have been migrated to Core Banking Solution, under the ambitious ‘IT Modernization Project-2012’ and Allahabad Head Post Office is the 11th CBS enabled office. It is a continuous endeavor of the Postal Department to provide best in class services to its customers, and CBS is a milestone in this regard. After linking with CBS any where any time Internet Banking, Mobile Banking etc. will also be provided sequentially. The work of Saving Scheme agents will also be facilitated after launch of Core Banking.  

Postmaster General, Allahabad Region, Mr. M. E. Haque said that after migration to CBS platform Allahabad Head Post Office will be linked to other CBS Post Offices of the country. He also said that our efforts are to link 17 Post Offices of Allahabad Region to CBS by the end of this March.

Mr. Krishna Kumar Yadav, Director Postal Services, Allahabad Region said that under Core banking, now transaction will be made under Finacle in place of Sanchay Post, and Allahabad Head Post Office will now be linked directly with Central Server at Mumbai, which will pave the way for online transaction in future. He further said that now new 10 digit account numbers will be allotted to all accounts and customers will get the facility of computerized passbook. He told that ATM facility will be provided at Allahabad HO soon. Mr. Yadav also said that later in this month Pratapgarh and Varanasi Cantt Head Post office, and later Allahabad Kutchery Head Post Office and Varanasi Head Post Office will be migrated in a planned way.

On this occasion Senior Superintendent of Post Offices, Mr. Rahmatullah, Senior Postmaster, Mr. O. B. Singh, Assistant Directors, Mr. M. P. Mishra and T. B. Singh, Inspector of Posts, Mr. Brijesh Sharma and Deepak Kumar, and Pankaj Maurya, R. K. Srivastava, Shadab Alam, Rajesh Singh, Abhishek Karan etc. and a number of employees, and Saving Scheme agents were present.
