Director Postal K K Yadav’s book ’16 Aane 16 Log’ in World Book Fair, New Delhi

Allahabad’s presence is being noticed at World Book Fair (15-23 February) at  New Delhi . During this time many books by authors related to Allahabad is being released, which includes Director Postal Services of Allahabad Region Mr. Krishna Kumar Yadav’s book ’16 Aane 16 Log’. Published by Hindi Yugm Prakashan, New Delhi, in this book Mr. Yadav has described various aspects of 16 thinkers, litterateur, and writers from various time periods and related them with contemporary issues. Mr. Krishna Kumar Yadav said that it will be his seventh book. In this book he has discussed contributions of legendary personalities like Ravindranath Tagore, Nagarjun, Nirala, Premchandra, Rahul Sankrityayan, Ganesh Shankar Vidyarthi, Agyey, Kamleshwar, Manohar Shyam Joshi, Ahmad Faraz, Kaifi Aazmi, and currently active Abdul Rahman Raahi, Kunwar Narayan, Gopaldas Neeraj. Other than these, efforts have also been made to understand contributions by women writers like Amrita Preetam and Kurtul N. haidar.

            It is worthwhile to mention here that apart from being a Senior officer in Government service, Mr. Krishna Kumar Yadav is active in the field of literature, writing, blogging, and social media and has published 06 books namely “Abhilasha” (Poem Collection), “Abhivyaktiyon ke bahane” and “Anubhutiyan aur vimarsh” (essay collection), India Post: 150 Glorious Years (2006) and “Krantiyagya: 1857-1947 ki gatha” (2007), “Jungle me cricket” (Children Poetry). A book on his work and personality ‘Badhate Charan Sikhar Ki aur: Krishna Kumar Yadav’ has been published (Dr. Durgacharan Mishra, 2009, Alok Prakashan, Allahabad). His creative works are published in various magazines and journals issued in country and abroad, web magazines published on the internet and blogs.

प्रगति मैदान, नई दिल्ली में चल  रहे विश्व पुस्तक मेला (15-23 फरवरी) में  तमाम पुस्तकें जारी/लोकार्पित की जायेंगी। इनमें इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएं कृष्ण कुमार यादव की पुस्तक ’’16 आने 16 लोग’’ भी शामिल है। हिन्द युग्म प्रकाशन, नई दिल्ली द्वारा प्रकाशित इस पुस्तक में उन्होंने विभिन्न कालखंड के 16 चिंतकों, साहित्यकारों, लेखकों को समकालीन सरोकारों से जोड़ते हुए उनकी रचनाधर्मिता के फलक को विस्तृत किया है। श्री कृष्ण कुमार यादव ने इस सम्बन्ध में बताया कि यह उनकी 7वीं पुस्तक/कृति होगी। इस पुस्तक में रवीन्द्रनाथ टैगोर, नागार्जुन, निराला, प्रेमचंद, राहुल सांकृत्यायन, गणेश शंकर विद्यार्थी, अज्ञेय, कमलेश्वर, मनोहर श्याम जोशी, अहमद फराज, कैफी आजमी जैसी अमर शख्सियतों के अलावा वर्तमान समय में सक्रिय अब्दुल रहमान राही, कुंवर नारायण, गोपालदास नीरज के अवदानों की भी चर्चा की गयी है। इसके अलावा इस पुस्तक में अमृता प्रीतम और कर्रतुल ऐन हैदर जैसी लेखिकाओं के व्यक्तित्व और कृतित्व के बहाने आज के स्त्री-विमर्श को जानने-समझने का भी गंभीर प्रयत्न है।

गौरतलब है कि सरकारी सेवा में उच्च पदस्थ अधिकारी होने के साथ-साथ साहित्य, लेखन और ब्लागिंग के क्षेत्र में भी चर्चित श्री यादव की अब तक कुल 6 पुस्तकें 'अभिलाषा' (काव्य-संग्रह, 2005) 'अभिव्यक्तियों के बहाने' व 'अनुभूतियाँ और विमर्श'  (निबंध-संग्रह, 2006 व 2007), 'India Post : 150 Glorious Years'(2006),'क्रांति-यज्ञ : 1857-1947 की गाथा' व जंगल में क्रिकेट (बाल-गीत संग्रह,2012) प्रकाशित हो चुकी हैं। विभिन्न सामाजिक-साहित्यिक संस्थाओं द्वारा शताधिक सम्मान और मानद उपाधियाँ प्राप्त कृष्ण कुमार यादव के व्यक्तित्व-कृतित्व पर 'बाल साहित्य समीक्षा'(सं. डा. राष्ट्रबंधु, कानपुर, सितम्बर 2007) और 'गुफ्तगू' (सं. मो. इम्तियाज़ गाज़ी, इलाहाबाद, मार्च 2008 द्वारा विशेषांक जारी किया जा चुका है। उनके व्यक्तित्व-कृतित्व पर एक पुस्तक 'बढ़ते चरण शिखर की ओर : कृष्ण कुमार यादव'  (सं0 डा0 दुर्गाचरण मिश्र, 2009, आलोक प्रकाशन, इलाहाबाद) भी प्रकाशित हो चुकी  है। श्री यादव देश-विदेश से प्रकाशित तमाम रिसर्च जनरल, पत्र पत्रिकाओं एवं इंटरनेट पर भी प्रमुखता से प्रकाशित होते रहते हैं।

विश्व पुस्तक मेला, नई दिल्ली में 'हिंद युग्म' के स्टॉल पर हमारी  पुस्तक ’’16 आने 16 लोग’’ विक्रय और प्रदर्शन के लिए उपलब्ध है। 

आधुनिक प्रौद्योगिकी से लैस होंगे सभी डाकघर: चिदंबरम

वित्त मंत्री पी चिदंबरम ने कहा कि देश के सभी 1.55 लाख डाकघर अगले साल से आधुनिक प्रौद्योगिकी का इस्तेमाल शुरू करेंगे।

चिदंबरम ने कहा कि डाक विभाग की आईटी आधुनिकीकरण परियोजना सभी 1.55 लाख स्थलों पर 2015 तक परिचालन में आ जाएगी। यह परियोजना 4909 करोड़ रुपये के परिव्यय की है।

आर्थिक मामलों की मंत्रिमंडलीय समिति ने आईटी आधुनिकीकरण परियोजना को नवंबर 2012 में मंजूरी दी थी। इसे आठ योजनाओं के जरिए कार्यान्वित किया जाएगा, जिनमें कोर बैंकिंग प्रणाली, डाकघरों का आईटी आधारित प्रबंधन शामिल है।

इस परियोजना का उद्देश्य देश के 1.55 लाख डाकघरों में दक्षता तथा पारदर्शिता को बढ़ावा देना है। इस परियोजना के तहत ग्रामीण डाकघरों को वित्तीय लेन देन के लिए हैंडहेल्ड डिवाइस, इसे चार्ज करने के लिए सौर पैनल, बायोमैट्रिक रीडर तथा थर्मल प्रिंटर जैसे उपकरण उपलब्ध कराए जाएंगे।

अब आरटीआई के शुल्‍क का भुगतान इलेक्‍ट्रॉनिक इंडियन पोस्‍टल ऑर्डर (ई-आईपीओ) द्वारा

भारतीय डाक विभाग  ने देश में रहने वाले भारतीय नागरिकों के लिए इलेक्‍ट्रॉनिक इंडियन पोस्‍टल ऑर्डर (ई-आईपीओ) की शुरूआत की है। इससे पहले पिछले साल 22 मार्च 2013 को डाक विभाग ने दुनियाभर में रहने वाले भारतीय नागरिकों के लिए ई-आईपीओ की सेवा शुरू की थी, जिससे विदेशों में रहने वाले भारतीय नागरिकों को आरटीआई अधिनियम 2005 के तहत कोई भी सूचना पाने के लिए ऑनलाइन भुगतान की सुविधा मिल सके। 

ई-आईपीओ एक ऐसी सुविधा है, जिसका इस्‍तेमाल आरटीआई के शुल्‍क का इलेक्‍ट्रॉनिक इंडियन पोस्‍टल ऑर्डर खरीदकर ऑनलाइन भुगतान करने के लिए किया जाता है। यह सुविधा ई-पोस्‍ट ऑफिस पोर्टल-www.epostoffice.gov.in अथवा इंडिया पोस्‍ट वेबसाइट- www.indiapost.gov.in से हासिल की जा सकती है। शुल्‍क का ऑनलाइन भुगतान करने के बाद भुगतान की रसीद की कॉपी आरटीआई आवेदन पत्र के साथ लगानी होती है। इस सेवा की शुरूआत करते हुए इंडिया पोस्‍ट की सचिव श्रीमती पी गोपीनाथ ने बताया कि सेवा को शुरू करने में डाक विभाग के अलावा एनआईसी और कार्मिक एवं प्रशिक्षण विभाग के संयुक्‍त प्रयास शामिल हैं। इस मौके पर उन्‍होंने भारत में रहने वाले एक भारतीय नागरिक के लिए पहला ई-आईपीओ जारी कर इसे एक आरटीआई कार्यकर्ता को सौंप दिया।

इस सेवा के तहत आवेदनकर्ता को इंडिया पोस्‍ट-www.epostoffice.gov.in के ई-पोस्‍ट ऑफिस अथवा इंडिया पोस्‍ट-www.indiapost.gov.in पर जाकर अपना नाम रजिस्‍टर कर पहली बार एक प्रोफाइल बनाना होगा। इस उद्देश्‍य के लिए किसी भी बैंक के डेबिड और क्रेडिट दोनों ही कार्डों का इस्‍तेमाल किया जा सकेगा।

श्रीमती पी गोपीनाथ ने दो अन्‍य सेवाओं की शुरूआत भी की है। एक है-स्‍थानीय आधारित पिन कोड सर्च डॉयरेक्‍टरी और दूसरा-ई-पोस्‍ट सर्विस के लिए मूल्‍य संवर्द्धन। स्‍थानीय आधारित पिन कोड सर्च डॉयरेक्‍टरी का इस्‍तेमाल स्‍थानीय लोग स्‍थानीय कोड और स्‍थानीय आवश्‍यकताओं के लिए कर सकेंगे। अपने पत्रों आदि सामग्री पर लोकल लेवल के पिन कोड के सही इस्‍तेमाल से पत्र भेजने की प्रक्रिया में काफी तेजी आएगी। इस सुविधा का इस्‍तेमाल इंडिया पोस्‍ट वेबसाइट के जरिए हो सकेगा। 

इस समय ई-पोस्‍ट अपने ग्राहकों को देशभर के 1,55,000 डाकघरों के एक बड़े नेटवर्क के जरिए देशभर में कहीं भी अपना संदेश भेजने की सुविधा प्रदान करता है। ये संदेश इलेक्‍ट्रॉनिक ट्रांसमिशन के जरिए भी भेजे जा सकते हैं और हार्ड कॉपी के जरिए भी। इसके अलावा कॉर्पोरेट वर्ग के ग्राहक विशेष दरों पर ई-पोस्‍ट और अन्‍य सुविधाएं भी ले सकते हैं। ई-पोस्‍ट सर्विस में जो नई सुविधाएं जोड़ी गई हैं वे हैं-अनेक से एक-इस सुविधा के तहत एक ही ई-पोस्‍ट संदेश को कई संदेश भेजने वालों की तरफ से किसी एक संदेशा पाने वाले के ई-मेल बॉक्‍स में भेजा जा सकेगा। एक से अनेक-इस सुविधा के जरिए एक ही ई-पोस्‍ट संदेश को एक भेजने वाले व्‍यक्ति से संदेश पाने वाले कई व्‍यक्तियों के ई-मेल में भेजा जा सकेगा। 

विशेष स्पीड पोस्ट से जाएंगे दिल्ली हाईकोर्ट के सम्मन

दिल्ली उच्च न्यायालय के नोटिस/सम्मन की बुकिंग और वितरण के लिए ने विशेष स्पीड पोस्ट सेवा का शुभारंभ किया है । केंद्रीय संचार एवं सूचना प्रौद्योगिकी मंत्री कपिल सिब्बल ने  एक समारोह में 3  फरवरी, 2014 को इसका शुभारम्भ किया। इस सेवा के अंतर्गत उच्च न्यायालय को वापसी संप्रेषण के जरिए वितरण का सबूत भी प्राप्त होगा। उच्च न्यायालय परिसर में आयोजित इस समारोह के अवसर पर उच्च न्यायालय के मुख्य न्यायाधीश एनवी रमण भी उपस्थित थे।

स्पीड पोस्ट की इस विशेष सेवा के मुख्य पहलू इस प्रकार हैं-दिल्ली उच्च न्यायालय के परिसर में डिस्पैच सैक्शन के पास ग्राहकों की सुविधा के लिए डाकघर का एक विशेष एक्सटेंशन काउंटर खोला गया है। इस एक्सटेंशन काउंटर पर ऐसे विशेष लिफाफे उपलब्ध होंगे, जिन पर 'पीओडी' (प्रूफ ऑफ डिलीवरी) अंकित होगा। इस विशेष स्पीड पोस्ट सेवा से भेजी जाने वाली सामग्री के लिए पृथक बार-कोड सीरीज आवंटित की गई है। विशेष स्पीड पोस्ट सेवा से भेजी जाने वाली सामग्री के वितरण और वितरण के सबूत (पीओडी) की स्थिति की जानकारी भारतीय डाक की वेबसाइट-www.indiapost.gov.in से प्राप्त की जा सकेगी। लोधी रोड स्थित मुख्य डाकघर से दिल्ली उच्च न्यायालय की एक निर्धारित ई-मेल आईडी पर 'पीओडी' की एक स्केंड कॉपी भी भेजी जाएगी। इस सेवा के अंतर्गत स्पीड पोस्ट की बुकिंग के लिए समुचित सॉफ्टवेयर तैयार कर लिया गया है।

वाराणसी मंडल के डाक घरों में इन दिनों डाक मेले लगाए जा रहे हैं। इनका उद्देश्य जहाँ डाक बचत व डाक जीवन बीमा सेवाओं के बारे में लोगों को जागरूक, शिक्षित और उनसे संवाद करना है, वहीँ अधिकाधिक व्यवसाय भी अर्जित करना है। सारनाथ में आयोजित डाक-मेला में लोगों ने खूब भागीदारी की, जिसका उद्घाटन इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएं कृष्ण कुमार यादव द्वारा किया गया।

Director Postal Services, K. K. Yadav inaugurated Daak Mela at Allahabad Head Post Office

Postal Department organized Mega Daak Mela at Allahabad Head Post Office on 31 January, 2014, which was inaugurated by Mr. Krishna Kumar Yadav, Director Postal Services, Allahabad Region. On this occasion business of 5 crore in Postal Life Insurance, 5 crore in Rural Postal Life Insurance was procured and 15,000 accounts of various types were opened.

While inaugurating Daak Mela, Mr. Krishna Kumar Yadav, Director Postal Services, Allahabad Region said that objective of Postal Department is to bring urban as well as remote rural population under the ambit of Postal Savings and insurance schemes for inclusive growth. As a part of this objective many villages are brought under ‘Bachat Bank Gram’ and ‘Sampurna Gramin Daak Jeevan Bima Gram’ schemes. Mr. Yadav also told that from network point of view, Post Office Saving Bank is the country’s largest Retail Bank.

Mr. Krishna Kumar Yadav, Director Postal Services said that Post Offices are now linked under Core Banking Solution (CBS), which will be the beginning of a revolutionary step in the field of rural banking. Account holders in Post Offices will now be able to use services like internet banking, mobile banking, and ATM. Under this plan, in Allahabad, Allahabad Head Post Office, Allahabad Kty Head Post Office, High Court, Ahmadganj, CDA Pension and Bahadurganj Post Offices are proposed to be roll out under CBS by this March.

Discussing the benefits of the Postal life insurance Mr. Rahmatullah, Senior Superintendent of Post Offices told that there are 6 schemes of Postal Life Insurance such as Suraksha, Santosh, Suvidha, Yugal Suraksha, Sumangal and Children policy. Currently officials working in Government/ Semi-Government/ Government controlled institutions are eligible for Postal Life Insurance. Benefits of Postal Life Insurance include 100% security of investor's investment by Government, relaxation in income tax under section 88, low premium and high bonus, loan benefit on the policies, deposit of premium at any post office in the country and rebate of 1% & 2% on advance premium of 6 months and 12 months respectively. He also said that the burden of agents’ commission is not put on premium deposited by the proponent.

Asstt Director Savings Mr Vijay Kumar said that there are many schemes for investment in Post Offices, which include Saving Account, Recurring Deposits, Term Deposits, Monthly Income Scheme, PPF, Senior Citizens Saving Scheme and National Saving Certificates. 

On this occasion number of officers, employees, Saving bank agents, including Mr M P Mishra, Asstt Director, Asstt Supdts R. N. Yadav, Vinay Yadav, P. C. Tiwari, Sub Divisional Inspectors A. K. Singh, Dileep Yadav, Gyanendra, Manvijay Singh, Brajesh Sharma, R P Srivastava etc. were present.

डाक घर भी जुड़ेंगे अब कोर बैंकिंग सोल्यूशन (सी.बी.एस.) से

भारतीय डाक विभाग द्वारा इलाहाबाद प्रधान डाकघर में 31 जनवरी 2014 को वृहद स्तर पर डाक मेले का आयोजन किया गया, जिसका उद्घाटन इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएं कृष्ण कुमार यादव ने किया। इस अवसर पर डाक जीवन बीमा के तहत 5 करोड़, ग्रामीण डाक जीवन बीमा के तहत 5 करोड़ एवं 15,000 विभिन्न तरह के खाते खोले गये।

 डाक मेले का उद्घाटन करते हुये इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव ने कहा कि डाक विभाग का उद्देश्य समावेशी विकास के तहत शहरों के साथ-साथ सुदूर ग्रामीण अंचल स्थित लोगों को भी डाक बचत और बीमा योजनाओं के तहत लाना है। इसके तहत तमाम गांवों को बचत बैंक ग्राम और सम्पूर्ण ग्रामीण डाक जीवन बीमा ग्राम के तहत भी आच्छादित किया जा रहा है। श्री यादव ने बताया कि इलाहाबाद परिक्षेत्र में जहाँ विभिन्न तरह के 38 लाख खाते चल रहे हैं, वहीं इस वित्तीय वर्ष में लोगों का 96 करोड़ का डाक जीवन बीमा व 65 करोड़ का ग्रामीण डाक जीवन बीमा कराया जा चुका है।

डाक निदेशक श्री कृष्ण कुमार यादव ने कहा कि डाकघरों को भी अब कोर बैंकिंग सोल्यूशन (सी.बी.एस.) से जोड़ा जा रहा है, जिससे ग्रामीण स्तर पर भी बैंकिंग क्षेत्रों में क्रान्तिकारी कदम का सूत्रपात होगा और डाकघरों के खाताधारक नेट बैंकिंग, मोबाइल बैंकिंग एवं ए0टी0एम0 सुविधाओं का लाभ उठा सकेंगे । इसमें बचत अभिकर्ताओं को भी सहूलियत होगी और वे पोर्टल पर जाकर घर बैठे लोगों का पैसा जमा कर सकेगें और तद्नुसार उत्पन्न कोड डाकघर आकर बताने पर, वह लिंक हो जायेगा। यही नहीं अब अभिकर्ताओं का कमीशन उनके डाकघर बचत खाता में सीधे जायेगा। श्री यादव ने बताया कि इलाहाबाद में इलाहाबाद प्रधान डाकघर, कचेहरी प्रधान डाकघर, हाईकोर्ट, अहमदगंज, सी डी ए पेंशन व बहादुरगंज डाकघरों को मार्च 2014 तक सी.बी.एस. के तहत आरंभ किया जाना प्रस्तावित है।

इलाहाबाद मंडल के प्रवर डाक अधीक्षक श्री रहमतउल्लाह ने बीमा योजनाओं के संबंध में कहा कि ”डाक जीवन बीमा” में 6 योजनायें-सुरक्षा, संतोष, सुविधा, युगल सुरक्षा, सुमंगल व चिल्डेªन पालिसी हैं। इसके तहत वर्तमान में सरकारी/अर्द्ध सरकारी/सरकारी नियंत्रण वाली संस्थाओं  के कर्मी बीमा के पात्र हैं। इसमें निवेश की सुरक्षा पर सरकार की गांरटी, धारा 88 के तहत आयकर में छूट, कम प्रीमियम और अधिक बोनस, पालिसी पर लोन की सुविधा, देश के किसी भी डाकघर में प्रीमियम जमा करने की सुविधा और 6 महीने के अग्रिम प्रीमियम पर 1 फीसदी की छूट, 12 माह अग्रिम जमा पर 2 फीसदी की छूट दी जाती है। उन्होंने यह भी कहा कि जमा प्रीमियम पर किसी तरह का किसी प्रकार के एजेन्ट कमीशन का भार प्रस्तावक पर नहीं पड़ता है। 

सहायक निदेशक बचत श्री विजय कुमार ने कहा कि डाकघरों में निवेश की तमाम योजनायें हैं, जिनमें बचत खाता, आवर्ती जमा, सावधि जमा, मासिक आय योजना, पी. पी. एफ., सीनियर सिटीजन सेविंग स्कीम एवं राष्ट्रीय बचत पत्र में निवेश किया जा सकता है। 

इस अवसर पर सहायक निदेशक श्री एम एस पी मिश्रा, सहायक डाक अधीक्षक सर्वश्री आर एन यादव, विनय यादव, पी सी तिवारी, डाक निरीक्षक सर्वश्री ए के सिंह, दिलीप यादव, ज्ञानेंद्र, मानविजय सिंह, आर पी श्रीवास्वत, बृजेश शर्मा, सुश्री सबा मीना सहित तमाम अधिकारी, कर्मचारी, बचत अभिकर्तागण व नागरिक उपस्थित थे।

43rd UPU letter writing competition held at Allahabad GPO

Who doesn’t likes to read a letter ? A number of unsaid feelings can be expressed through a letter. To promote letter writing, Universal Postal Union organizes letter writing competition at International Level every year for School children up to the age of 15 years. 43^rd UPU letter writing competition was organized in Allahabad on 5^th of January, 2014 at Allahabad. The topic for letter writing competition was "How music can touch lives." Participants from Allahabad, Pratapgarh, Varanasi, and Ghazipur districts participated in this competition. The competition was inaugurated by Mr. Krishna Kumar Yadav, Director Postal Services of Allahabad Region.

Mr. Krishna Kumar Yadav, Director Postal Services, Allahabad Region said that Letters have a deep relationship with emotions. Letter writing is a kind of contemplation, which gives stability to the mind. In this high tech age, pen has been replaced by key board. People posting updates on Facebook and Twitter are also writing letter in a way. The only difference is that letters written earlier were written by hand but now a days these are written over smartphone, tablet and laptop. Reading letters is equally important to writing letters. Purpose of writing letters is not limited only to giving information but it also contains a sense of mystery or secrecy, collectability, art of writing and a notion to understand past. Mr. Yadav added that Letter writing is a serious form of literature. Keeping the importance of letters in mind N.C.E.R.T. has introduced a chapter on letter writing in class eight with the name “Intriguing world of letters” (^^fpfë;ksa dh vuks[kh nqfu;k^^). Mr. Yadav told that it’s not without reason that during her space visit Sunita Williams didn’t forget to carry letters written by her father in hindi along with ‘Bhagwatgeeta’ and a statue of Lord Ganesh.

Mr. Yadav also informed that 95 participants participated in this letter writing competition. Which includes, 33 from Saint Joseph College, Allahabad, 01 from Bishop Johnson School and College, 01 from Government Girls Inter College, Allahabad, 37 from Glenfill School, Manduwadeeh, Varanasi, 17 from Saint Atulanand Convent School, Varanasi, 01 from Intermediate College, Pratapgarh and 05 from Loudess Convent Girls Inter College Ghazipur. Participants have to write these letters in 800 words in English or any other language listed in Schedule Eight of Constitution.

            Director Mr. K. K. Yadav told that these letters will be evaluated in Lucknow at Circle level and three best letters will be sent to Postal Directorate, New Delhi for inclusion at National Level. Three best participants at National level will be awarded first, second and third prizes with a cash reward of Rs. 2,000, 1,500 and 1,000. While one best entry from each Circle will also be awarded with a cash reward of Rs. 250 as consolation prize. The best entry at the National level shall qualify as the official Indian entry for this International level competition.

How India Post plans to stay relevant as emails take over

India Post has grand plans for 2014. It launched two new parcel services recently - Express Parcel and Business Parcel - which it hopes will generate Rs 100 crore in annual revenue. It is working closely with e-commerce players. It has also begun a campaign urging people to send New Year greeting cards by post. 

Ms. P Gopinath, Secretary, Department of Post, Ministry of Communications & Information Technology, lists out India Post's plans for 2014. "We will complete the networking of almost 25,000 departmental post offices across the country. The roll out of core banking solutions in the post office savings bank and an ATM network across the country is also on the cards. The other new initiatives include central server based applications for post offices, mail offices, administrative offices and pay and accounts offices and setting up of 28 new parcel hubs across the country to handle the e-commerce traffic."

There has been a lot of buzz around India Post's new positioning. Under Project Arrow, 2,515 post offices across the country have been modernised under a branding programme. 

"In the current financial year, 110 Post offices are being modernised under Project Arrow. The project, which has a core operations monitoring system for savings banking and mail services, has played an important role in enhancing the image of the Post office in the minds of the people," adds Gopinath. Project Arrow received the Prime Minister's Award for Excellence in Public Administration for year 2008/09. 

India Post, among its other new initiatives, plans to open 21 more Village Post Offices in 2013/14. By the end of 2015, it will add 80 more village post offices. 

With snail mail diminishing and emails taking over, what does India Post plan to do to retain its relevance? "There is no doubt that personal communication in printed form has declined and will further decline in the years to come," says Gopinath. "This is a global phenomenon and India is no exception. 

Mail, however, is being re-invented in its e-avatar. We are going to launch the e-Summons service for the judiciary wherein the acknowledgment for the delivery of court summons shall be transmitted and delivered through e-Post. 

The court server will be automatically updated after a particular summon has been delivered on a particular date. This will help speed up court cases as proof of those who have been summoned will be available with the judiciary in real time and no excuse for non-receipt of summons will come in the way of delay in court hearing." He adds: "Similarly, through e-post the education department can send communications to all its teachers who are located in various parts of a district/state."

Gopinath is also banking on physical greeting cards. "Greetings sent through email or SMS/MMS are generally deleted as these choke the inbox," she says. 

"The emotions conveyed through printed greeting cards are precious particularly if these are sent by near and dear ones and will be cherished by the receiver long after the sender may have forgotten them. The greeting card to a grandchild becomes more valuable if a My Stamp [personalised stamp] postage stamp containing the grand mother and grand father's photo is affixed. If a child is born, parents should affix his/her photo on a My Stamp and send a card announcing the new arrival. Not only will near and dear ones get the information about the new addition to the family, but they will also see the photo of the new born in My Stamp."

पत्र-लेखन साहित्य की एक गंभीर विधा भी - कृष्ण कुमार यादव

चिट्ठियाँ लिखना और पढ़ना किसे नहीं भाता। शब्दों के विस्तार के साथ बहुत सी अनकही भावनाएं मानो इन चिट्ठियों में सिमटती जाती हैं। यही कारण है कि पत्र लेखन विधा को प्रोत्साहित करने के लिए हर वर्ष यूनिवर्सल पोस्टल यूनियन द्वारा अन्तर्राष्ट्रीय स्तर पर 15 वर्ष तक के बच्चों के लिए पत्र लेखन प्रतियोगिता का आयोजन किया जाता है। 5 जनवरी 2014, रविवार को इस 43वीं यूपीयू पत्र लेखन प्रतियोगिता का आयोजन इलाहाबाद में भी किया गया, जिसका विषय था ”संगीत जीवन को कैसे छूता है।’'। इसमें इलाहाबाद, प्रतापगढ, वाराणसी, व गाजीपुर जनपदों के प्रतियोगी शामिल हुए। कार्यक्रम का शुभांरभ इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव ने किया। 

इस अवसर पर निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव ने कहा कि पत्रों का संवेदनाओं से गहरा रिश्ता है। पत्र लेखन एक प्रकार का चिंतन है, जो मस्तिष्क को स्थिरता देता है। आज हाई-टेक होते इस दौर में कलम का स्थान की-बोर्ड ने ले लिया है। फेसबुक और टिवट्र पर दिनभर की अपडेट देने वाले भी एक तरह से चिट्ठियाँ लिखते हैं। फर्क मात्र इतना है कि वे हाथ से लिखी गयी चिट्ठियाँ थी और यह स्मार्टफोन, टेबलेट और लैपटाप पर लिखी गयी हैं। पत्र लिखना जितना मायने रखता है, उतना ही उसे पढ़ना भी। पत्रों का काम मात्र सूचना देना ही नहीं बल्कि इनमें एक अजीब रहस्य या गोपनीयता, संग्रहणीयता, लेखन कला एवं अतीत को जानने का भाव भी छुपा होता है। श्री यादव ने कहा कि पत्र-लेखन साहित्य की एक गंभीर विधा भी है। पत्रों की महत्ता के मद्देनजर ही एन0सी0ई0आर0टी0 ने पहल कर कक्षा आठ के पाठ्यक्रम में ‘‘चिट्ठियों की अनोखी दुनिया‘‘ नामक अध्याय को शामिल किया। श्री यादव ने बताया कि यह अनायास ही नहीं था कि अन्तरिक्ष-प्रवास के समय सुनीता विलियम्स अपने साथ भगवद्गीता और गणेशजी की प्रतिमा के साथ-साथ पिताजी के हिन्दी में लिखे पत्र ले जाना नहीं भूलती।

डाक निदेशक श्री यादव ने बताया कि पत्र लेखन प्रतियोगिता में 95 प्रतियोगियों ने भाग लिया। जिसमें सेंट जोसेफ कालेज, इलाहाबाद से 33, बिशप जानसन स्कूल एवं कालेज से 01, गवर्नमेंट गर्ल्स  इंटर कालेज, इलाहाबाद से 01, ग्लेनफिल स्कूल, मडुवाडीह, वाराणसी से 37, सेंट अतुलानन्द कान्वेंट स्कूल वाराणसी से 17, इण्टरमीडिएट कालेज प्रतापगढ़ से 01 व लाउडेस कान्वेन्ट गर्ल्स  इंटर कालेज गाजीपुर से 05 प्रतिभागियों ने हिस्सा लिया। पत्र अंग्रेजी या संविधान की आठवीं सूची में निर्दिष्ट किसी भी भाषा में 800 शब्दों की सीमा में लिखना था।

निदेशक श्री कृष्ण कुमार यादव ने बताया कि पत्र लेखन प्रतियोगिता का मूल्यांकन परिमण्डलीय स्तर पर लखनऊ में किया जायेगा तथा श्रेष्ठ तीन पत्र लेखन को राष्ट्रीय स्तर पर सम्मिलित करने हेतु डाक निदेशालय, नई दिल्ली भेजा जायेगा। राष्ट्रीय स्तर पर श्रेष्ठ तीन प्रतियोगियों को क्रमशः रू0 2000, रू0 1500 व रू0 1000 का प्रथम, द्वितीय व तृतीय पुरस्कार प्रमाणपत्र सहित दिया जायेगा। राष्ट्रीय स्तर के श्रेष्ठ पत्र लेखन को यूनिवर्सल पोस्टल यूनियन के पास आधिकारिक प्रविष्टि के रूप में भेजा जायेगा। 

 इस अवसर पर प्रवर अधीक्षक डाकघर श्री रहतमउल्लाह, सहायक निदेशक श्री टी बी सिंह, सहायक डाक अधीक्षक (मुख्यालय) श्री आर एन यादव सहित तमाम अधिकारी एवं कर्मचारीगण उपस्थित थे।

Now 'Business Parcel' with cash on delivery by India Post

Postal Department has entered the ever growing market of parcel business with 'Cash on Delivery' now. Mr. Krishna Kumar Yadav, Director Postal Services, Allahabad Region said that this new 'Business Parcel' service aims to promote the e-commerce market in India by offering reliable and cost efficient delivery solutions. This service will provide add-on facilities to the customers, which include online end-to-end tracking of consignments, cash on delivery facility, insurance, etc.

Mr. Yadav further told that Business Parcel is only for Bulk Customers and is a contractual service designed to suit the requirements of business customers. It provides an economical and reliable distribution solution for bulk customers. Minimum chargeable weight for Business Parcel is 2 Kg and maximum is 35 Kg, whereas at present ordinary parcels and Registered Parcels can be booked for 4 kg and up to 20 kg respectively. Mr. Yadav further added that Business Parcels can be booked for delivery from any Post Office in the country providing a national coverage. All Business Parcel consignments will be given door to door delivery irrespective of their weight.

Director Postal Mr. Krishna Kumar Yadav said that Corporate Customers are also provided with pick-up

facility from premises, Corporate Customers can choose from Advance Deposit Facility, Credit facility, or payment at the time of booking. In order to meet the requirements of bulk customers for collection of amount for costlier goods, Cash on Delivery facility is available, which has become a pre-requisite today for e-commerce parcels. COD facility provides collection of amount up to Rs. 50,000/- at the time of delivery of consignments, added Mr. Yadav.

Mr. K K Yadav, told that for Business parcels, customers will have to pay in the range of Rs.45 to Rs.115 for items weighing up to 2 kg, Rs.12 to Rs.30 for additional 1 kg up to 5 kg and Rs.14 to Rs.32 thereafter for every 1 kg.

ई-कामर्स के दौर में डाक विभाग की ’बिजनेस पार्सल’ सेवा

वक्त के साथ कदम ताल करते हुए डाक विभाग ने ई-कामर्स के दौर में पार्सल सेवाओं पर भी अपना ध्यान केंद्रित किया है। आजकल टीवी पर उत्पाद बेचने वाले कई चैनल चल रहे हैं और अब लोग टीवी पर उत्पाद देख आर्डर कर रहे हैं। इस कारण पिछले कुछ वर्षो में पार्सल के कारोबार में काफी वृद्धि हुई है। ऐसे में डाक विभाग ने ऑनलाइन शापिंग के बढ़ते चलन के मद्देनजर ’बिजनेस पार्सल’ सेवा की शुरुआत की है।

इस सम्बन्ध में जानकारी देते हुए इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएं कृष्ण कुमार यादव ने बताया कि बिजनेस पार्सल सेवा केवल बल्क ग्राहकों के लिये ही है और यह एक प्रकार की संविदा संबंधी सेवा है जो कि कारपोरेट ग्राहकों की आवश्यकता के अनुरूप बनाई गयी है। श्री यादव ने कहा कि डाक विभाग साधारण और रजिस्टर्ड पार्सल सेवाएं देता है, जिसमें अधिकतम 4 और 20 किलोग्राम तक के पार्सल बुक कराये जा सकते हैं, पर बिजनेस पार्सल सेवा के तहत न्यूनतम 2 किलो एवं अधिकतम 35 किलोग्राम तक के पार्सल बुक कराये जा सकते हैं और देश भर में कहीं भी भेजे जा सकते हैं।

डाक निदेशक श्री कृष्ण कुमार यादव ने बताया कि बिजनेस पार्सल सेवा का उद्देश्य भारत में विश्वसनीय एवं

दूरदराज व ग्रामीण इलाकों तक भी कम लागत में शीघ्र वितरण सेवा देकर ई-कामर्स बाजार को बढ़ावा देना है। बिजनेस पार्सल सेवा धरातल पर तेज, सुरक्षित और सस्ता पारवहन उपलब्ध करायेगी। यह सेवा कैश ऑन डिलीवरी सेवा हैं जोकि आज की ई-वाणिज्य सेवा के लिए एक अपेक्षित शर्त है। श्री यादव ने कहा कि इस सेवा के अन्तर्गत उपभोक्ताओं को कुछ विशेष मूल्यवर्धित सेवायें जैसे आन-लाइन ट्रैकिंग, कैश आन डिलेवरी एवं बीमा इत्यादि सेवायें भी प्रदान की जायेंगी। व्यापारियों और कॉरपोरेट ग्राहकों की सुविधा के मद्देनजर शुरू की गई इस सेवा के माध्यम से भेजे गए पार्सल पर बार कोडिंग लगाई जाएगी। पार्सल की लोकेशन को डाक विभाग की वेबसाइट पर पार्सलनेट पोर्टल पर अपडेट किया जाएगा। इससे पार्सल भेजने वाला किसी भी समय यह पता कर सकेगा कि पार्सल कहां तक पहुंचा है।

निदेशक डाक सेवाएं श्री यादव ने बताया कि कारपोरेट ग्राहकों को उनके प्रांगण से डाक वस्तुएं संग्रहित करने की सुविधा भी दी जायेगी। भुगतान हेतु कारपोरेट कस्टमर द्वारा अग्रिम जमा सुविधा, उधार सुविधा अथवा प्रेषण के समय भुगतान की सुविधा चुनी जा सकती है। बल्क ग्राहकों को अत्यधिक मूल्यवान वस्तुओं के बदले कैश आन डिलेवरी सुविधा जो की ई-कामर्स पार्सल वस्तुओं के लिए आज अत्यधिक महत्वपूर्ण है, भी प्रदान किये जाने का प्रावधान है। कैश आन डिलेवरी सुविधा के अन्तर्गत वितरण के समय प्राप्तकर्ता से 50,000 रुपये तक संग्रहित किये जाने का प्रावधान है। 

डाक निदेशक श्री यादव ने बताया कि बिजनेस पार्सल के तहत ग्राहकों को 2 किलोग्राम तक के वजन के लिए 45 से 115 रूपए देने होंगे। वहीं 5 किलोग्राम तक प्रत्येक अतिरिक्त एक किलोग्राम पर 12 से 30 रूपए ज्यादा लिए जाएंगे, जबकि उसके बाद प्रत्येक एक किलोग्राम पर 14 से 32 रूपए अतिरिक्त लिए जाएंगे, जो कि दूरी पर निर्भर होगा।
