India Post needs to become a corporate for banking foray

While most of the 26 applicants for banking licence were usual suspects, there were a few surprises, too. And there was at least one unusual name, although its banking ambition was well known.

The application by the Indian postal department, a division of the ministry of communications & information technology, has raised some curiosity within the Reserve Bank of India (RBI). This is because RBIs new bank licence norms released in February this year  talked about new bank licences in the private sector.

Since India Post is a part of a ministry, it cannot be considered as a private sector entity. According to RBI sources, to be eligible for a bank licence, India Post will have to become a corporate entity, because a government department cannot come under RBI purview. For example, if they are found violating the know-your-customer (KYC) or anti-money laundering norms, how can the regulator impose penalty against the sovereign, asked an RBI official.

India Post has for long wanted to diversify into a bank and had held discussions with RBI on this. According to experts, while the postal departments huge rural presence definitely gives it an edge to get a licence because both RBI and the government are emphasising on financial inclusion.

Technically, there are challenges on whether it fulfils the prescribed criteria but its reach definitely makes it a strong contender, sources said.

According to the final guidelines on a new bank licence, RBI has mandated 25 per cent of bank branches to be opened in un-banked rural areas. New banks should also meet priority sector norms right from inception.

Globally, there are examples of postal departments diversifying into lending activity. Deutsche Postbank  the Bonn-headquartered German retail bank  was formed from the de-merger of the postal savings division of Deutsche Bundespost in 1990.

With around 14 million clients, 19,000 employees and total assets amounting to ^170 billion, the Postbank Group is one of Germanys largest financial service providers. According to its website, the lender focuses on business with private customers as well as small and medium-sized companies.

The 26 entities that have applied to RBI include the Tata Group, Aditya Birla Group, the Anil Ambani Group, heavy engineering major L&T and a host of non-banking financial companies, including a gold loan company. Two micro finance companies have also applied.

Of the 26 applicants, there are usual suspects, but some surprises, too. There are a few names which meet the minimum requirement, but could rank low in terms of relative probability to get a licence. We expected a higher number of applicants, maybe around 30-35, said Monish Shah, senior director, Deloitte Touche Tohmatsu India.

Head Post Offices across India will book Relief materials for Uttarakhand, without any Postal Charges

Department of Posts has now come forward for the help of Uttarakhand flood victims by sending the relief material without any postal charges. Mr. Krishna Kumar Yadav, Director Postal Services, Allahabad Region told that this facility will be available in all Head Post offices across the country up to 20^th July, 2013 with immediate effect. It has been decided by India Post to collect the relief material from the general public / institutions / agencies /NGO free of postage and dispatch the same to Uttarakhand State as a goodwill gesture.

                           Mr. Krishna Kumar Yadav said that the Package containing relief material will be accepted up to 35 Kg of weight for a single package. The material should be securely packed by the sender and marked on top as “Relief material for Uttarkhand”. Mr. Yadav told that the sender will not be required to pay any postage for this purpose. Relief material containing clothes, blanket, woolens, medicines, tarpaulin, plastic sheets, torch, long shelf-life food etc. may be sent through this arrangement. However, while sending the relief material sender should ensure that the relief material should not contain liquid, breakable items or any other items prohibited for transmission through Post Offices. Mr. Yadav further added that the package containing the relief materials should be addressed to “Senior Post Master, Dehradun GPO, Dehradun-248001 (Uttarakhand). Relief material transmitted through Postal channel would be delivered by the Senior Postmaster, Dehradun GPO to ‘Centre for Collection & Distribution of Relief Material, Maharana Pratap Sports College, Rajpur Road, Dehradun’ set up by Uttarakhand State Government.

Director Mr. K. K. Yadav said that for booking of packages containing relief material, special receipts with the heading “Relief material for Uttarakhand flood victims” will be printed by the Postal Authorities. The Original copy may be handed over to the sender and the carbon copy will be kept as office copy by the Post Offices.

डाक विभाग ने रिजर्व बैंक ऑफ इंडिया के समक्ष बैंकिंग लाइसेंस के लिए किया आवेदन

देश भर में फैले डाकघर अब बैंक बनने जा रहे हैं। भारतीय डाक विभाग ने बैंकिंग लाइसेंस के लिए आवेदन कर दिया है। विभाग ने बृहस्पतिवार, 27 जून 2013 को रिजर्व बैंक ऑफ इंडिया के समक्ष लाइसेंस हासिल करने के लिए आवेदन कर दिया है।

दूरसंचार एवं आईटी मंत्री कपिल सिब्बल ने बताया कि हमने रिजर्व बैंक से संपर्क किया है और उम्मीद है रिजर्व बैंक की सभी शर्तें पूरी होने से सैद्धांतिक मंजूरी मिल जाएगी। यदि यह मंजूरी मिल जाती है तो मुझे लगता है कि यह एक क्रांतिकारी कदम होगा क्योंकि इससे देश में बैंकिंग सेवाएं साधारण व्यक्ति के दरवाजे तक पहुंच जाएंगी। हालांकि, इस संबंध में मंत्रिमंडल की मंजूरी आवश्यक होगी। रिजर्व बैंक नए बैंकिंग लाइसेंस देने की प्रक्रिया में है और उसने आवेदन करने की समय सीमा 1 जुलाई तय की है। 

देश में डाक विभाग के पास 1,54,822 डाक घरों का नेटवर्क है जिसमें 1,39,086 डाक घर ग्रामीण इलाकों में हैं और 15,736 डाक घर शहरी इलाकों में हैं। लिहाजा, अगर डाकघरों के बैंक बनने का रास्ता साफ हो जाएगा, तो यह देश का सबसे बड़ा बैंकिंग नेटवर्क होगा।  डाक विभाग की योजना पहले साल में 50 बैंक शाखाएं शुरू करने की है और 5 साल में इसे बढ़ाकर 150 शाखाओं पर पहुंचाने की है। मंत्री ने कहा कि रिजर्व बैंक की सैद्धांतिक मंजूरी मिलने के बाद डाक विभाग को अपनी योजना पर आगे बढ़ने के लिए मंत्रिमंडल की मंजूरी की दरकार होगी। 

डाक विभाग को बैंकिंग लाइसेंस मिलने के बाद कैबिनेट की मंजूरी अहम है। इसके लिए जो प्रस्ताव डाक विभाग ने तैयार किया है, उसके मुताबिक बैंक की शुरुआत करने के लिए 1,900 करोड़ रुपये की जरूरत होगी। इसमें से 500 करोड़ रुपये की पेड-अप कैपिटल होगी, जो कि किसी को भी बैंक की शुरुआत करने के लिए नए बैंकिंग लाइसेंस नियमों के तहत जरूरी है। डाक बैंकों को डाक विभाग के स्वामित्व में रखने का प्रस्ताव है और इसका निदेशक मंडल पूरी तरह से स्वतंत्र होगा जिसमें वित्त मंत्रालय एवं संचार व आईटी मंत्रालय के प्रतिनिधि होंगे।

 फिलहाल डाक विभाग के पास 4.25 करोड़ से ज्यादा बचत खाते हैं, जो कि किसी भी बैंक के मुकाबले कहीं ज्यादा हैं। इसके अलावा डाक विभाग की सबसे बड़ी खूबी है उसका देशभर में फैला नेटवर्क। यह नेटवर्क देश में सभी बैंकों के नेटवर्क से भी बड़ा है।

वहीं, सरकार की वित्तीय समावेश की योजना को डाकघरों के जरिए काफी तेजी के साथ बढ़ावा दिया जा सकता है। इसलिए, डाकघरों का बैंकों में तब्दील होना बेहद फायदेमंद होगा।

इलाहाबाद प्रधान डाकघर परिसर में आयोजित तीन दिवसीय छठीं स्वर्गीय एम. पी. सिंह जिला स्तरीय बालीबाल प्रतियोगिता का 13 जून को समापन हुआ। फाइनल मैच में मुकाबला डाकघर इलाहाबाद व सी डी ए (पेंशन) के बीच हुआ। जिसमें  इलाहाबाद डाकघर ने 3-2 से  बाजी मारी। । इस अवसर पर मुख्य अतिथि के रूप में उपस्थित इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएँ  कृष्ण कुमार यादव ने विजेता व उपविजेता टीम को शील्ड प्रदान किया एवं व्यक्तिगत स्तर पर उत्कृष्ट प्रदर्शन करने वाले खिलाड़ी आजम (मन्डौर टीम) को भी निदेशक डाक सेवायें कृष्ण कुमार यादव ने पुरस्कार देकर सम्मानित किया। 

     डाक निदेशक श्री कृष्ण कुमार यादव ने इस अवसर पर कहा कि वर्तमान परिवेश में व्यक्ति के चतुर्मुखी विकास के लिए खेल बेहद जरूरी है। यह व्यक्ति को सिर्फ शारीरिक रूप से नहीं बल्कि मानसिक रूप से भी सवंर्धित करते हैं। श्री  यादव ने इस बात पर प्रसन्नता जाहिर की कि आजकल खेलकूद से जुड़े लोगों को सरकारी सेवाओं में भी वरीयता मिलती है। उन्होंने इस बात पर भी जोर दिया कि डाक विभाग में जो लोग खेल-कूद प्रतियोगिताओं में विभिन्न स्तरों पर उत्कृष्ट प्रदर्शन कर रहे हैं, राष्ट्रीय डाक सप्ताह व अन्य कार्यक्रमों के दौरान उनका भी सम्मान भी सुनिश्चित किया जायेगा। इस अवसर पर मनोरंजन क्लब द्वारा कर्मचारियों के लिए बैडमिंटन कोर्ट बनाने की मांग की गयी जिस पर डाक निदेशक ने आवाश्यक कार्यवाही की बात कही।

इस प्रतियोगिता में कुल 9 टीमों - इलाहाबाद प्रधान डाकघर, सीडीए पेंशन, केन्द्रांचल, इलाहाबाद विश्वविद्यालय, म्यो हाल, मदन मोहन मालवीय स्टेडियम ए, सीडीए पेंशन कालोनी, मन्दौर ग्राम व दहिया ग्राम  ने भाग लिया। इन प्रतिभागी टीमों में राष्ट्रीय व अंतर्राष्ट्रीय (जू0) स्तर के खिलाडि़यों मसलन आनंद शर्मा, गौरव भटजीवाला, अमित कुमार व प्रेम कुमार इत्यादि ने भी भाग लिया। निर्णायक की भूमिका एस के सचान (रेलवे), फूल चन्द गुप्ता (एजी), विजय राय (आईटीआई) व अकांत गुप्ता व जी पी ओझा (जन संपर्क निरीक्षक) ने निभाई।

टेलीग्राम सर्विस याद है आपको। जब भी कोई जरुरी सन्देश देना होता तो पहले लोग झट से तार (telegram) भेजते थे।  पर आज के इस हाईटेक दौर में तार (Telegram) पुराने ज़माने की बात हो गई। अंतत: 160 वर्ष पुरानी यह सेवा 15 जुलाई, 2013 से हमेशा के लिए बंद हो जाएगी !! स्मार्ट फोन, ईमेल और एसएमएस ने आज टेलीग्राम सेवा को किनारे कर दिया था और अब बीएसएनएल ने 160 साल से चली आ रही इस टेलीग्राम सेवा को 15 जुलाई से बंद करने का फैसला किया है.

एक समय में तेजी से और आवश्यक संचार के लिये मुख्य स्रोत मानी जाने वाली इस सेवा ने देशभर में कई लोगों के लिये खुशी और गम के समाचार पहुंचाये हैं.

लेकिन नयी तकनीक के आगमन और संचार के नये साधनों से टेलीग्राम खुद को किनारे पा रहा है.

भारत संचार निगम लिमिटेड ने सर्कुलर जारी करके बताया है कि टेलीग्राफ सेवायें 15 जुलाई, 2013 से बंद कर दी जायेगी.

यह सर्कुलर विभिन्न दूरसंचार जिलों और सर्किल कार्यालयों को भेजा गया और इसमें कहा गया है कि टेलीग्राम सेवायें 15 जुलाई से बंद हो जायेंगी. इसके फलस्वरूप बीएसएनएल प्रबंधन के अंतर्गत आने वाले सभी टेलीग्राफ कार्यालय 15 जुलाई से टेलीग्राम की बुकिंग बंद कर देंगे.

सर्कुलर में कहा गया है कि दूरसंचार कार्यालय बुकिंग की तिथि से केवल छह महीने तक लॉग बुक, सेवा संदेश, आपूर्ति स्लिप को रखना होगा.

बीएसएनएल दिल्ली के सूत्रों ने बताया, ‘हमने सरकार से इस सेवा की मदद के लिये कहा था क्योंकि व्यवसायिक रूप से यह चलाने योग्य नहीं रही. इस पर सरकार ने कहा कि बीएसएनएल बोर्ड को इस पर फैसला करना चाहिये. हमने डाक विभाग से विचार-विमर्श के बाद इस सेवा को बंद करने का फैसला किया.’

Smart phones, emails and SMS seem to have pushed the humble telegram service to a quiet corner with the BSNL deciding to discontinue the 160-year-old telegraph service from July 15. 

Once the main source of quick and urgent communication, the service delivered many happy and sad news to people spread all over the country. 

But with the advent of technology and newer means of communication, the telegram found itself edged out. 

As per a circular issued by Shameem Akhtar, Sr. General Manager (Telegraph Services) Bharat Sanchar Nigam Ltd (BSNL) Corporate office, New Delhi, the telegraph service is to be discontinued with effect from July 15, 2013. 

The circular sent to various telecom district and circle offices as per the instruction of a competent authority denotes that telegram services will be closed from 15 July and as a result all telegraph offices under the management of BSNL will have to stop booking telegrams from July 15. 

The circular has also directed the telecom offices to maintain the log books, service messages, delivery slips only for six months from the date of bookings. However, complaints, press reports and other messages from different consumer forum are to be kept for one year. 

Sources at BSNL Delhi said, "We had asked the government to support the service as it was not commercially viable and the government said the BSNL board should decide on it. 

"We have taken a decision to close the service after consultation with the Department of Posts. They also said that there are better options available," the sources said. 

The BSNL has instructed that surplus telegraph staff members would be deployed to mobile services, landline telephony, broadband services and shifting could take place within the next 3 months. 

Faced with declining revenues, the government had in May 2011, revised the telegram charges after a gap of 60 years. The telegram charges for inland services was hiked to Rs. 27/50 from Rs. 3/50, 4/50 earlier. 

Two months ago, telegram services for overseas communication was withdrawn by BSNL. 

Within a short time of BSNL handling telegram services in 1990s, the PSU had a rift with the Department of Posts following which telegrams were accepted as phonograms from various villages and other centres from telephone consumers. This too had restrictions and embargo during certain hours. 

R Pattabhiraman, the state secretary of National Federation of Telecom Employees said, "Before taking such a decision, the PSU should have consulted trade unions on the issue of deployment of the so-called surplus employees. There will be many issues and dissatisfaction among staff members when the exercise of shifting staff to some other portfolio or locations is made. 

"Similarly, it is not known whether the Government consulted or took the guidance from stakeholders like consumer councils, consumers of telegraph services and judiciary," he said. 

Pattabhiraman pointed out that Indian courts had accepted only telegrams and telegram receipts as proof of evidence in civil or criminal suits. It was also a handy mode of communication for jawans and armed forces for seeking leave, transfer or joining reports. 

Similarly, rural India was using telegram services to communicate. 

Instead of scrapping the service, it should have been handed over to the postal department which was handling the services right from its inception in the 1850s. 

R Shanmugham, a social activist, said stopping a live wire service like this can be decided only by an enactment of a suitable law or amendment.

डाकघर के माध्यम से विदेशों से पैसे मंगाने पर मिलेगा सुनिश्चित उपहार

डाकघरों के माध्यम से विदेशों से पैसे मंगाना अब और भी आकर्षक हो गया है। अब जब भी विदेशों में रहने वाले आप के परिजन आपको पैसे भेजें तो किसी चुनिन्दा पोस्ट ऑफिस जाइये, यहाँ आप को आसानी से पैसे तो मिलेंगे ही, साथ में आप को एक सुनिश्चित उपहार भी मिलेगा। उपरोक्त जानकारी इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएँ, कृष्ण कुमार यादव ने दी।

निदेशक डाक सेवाएँ कृष्ण कुमार यादव ने बताया कि भारतीय डाक विभाग ने वेस्टर्न यूनियन सर्विसेस इंडिया प्राइवेट लिमिटेड के साथ मिल कर डाकघरों के माध्यम से विदेशों से पैसा मंगाने वाले ग्राहकों के लिए यह विशेष योजना शुरू की है। 30 सितंबर तक चलने वाली इस योजना के अंतर्गत अब जब भी ग्राहक विदेश से भेजे गए अपने पैसे का भुगतान लेने किसी चुनिंदा डाकघर जाएंगे तो डाकघर द्वारा उन्हें एक सुनिश्चित उपहार भी दिया जाएगा।डाक निदेशक श्री यादव ने बताया कि इस योजना की खास बात यह है कि उपरोक्त समयावधि के दौरान ग्राहक जितनी बार पैसे लेने आएगा उतनी बार उसे डाकघर द्वारा उपहार दिया जाएगा।इसके अतिरिक्त ग्राहकों के पास मौका होगा कि वो लकी ड्रॉ में शामिल हो कर मोबाइल भी जीत सकते हैं।

गौरतलब है कि पिछले एक दशक से भी ज्यादा समय से भारतीय डाक वेस्टर्न यूनियन मनीट्रान्सफर सेवा के तहत अपने ग्राहकों को विदेश से पैसे मंगाने की सुविधा दे रहा है। डाक निदेशक कृष्ण कुमार यादव ने बताया पूरे भारत में ये सुविधा लगभग 7100 डाकघरों के माध्यम से दी जा रही है। वहीं इलाहाबाद परिक्षेत्र में आने वाले 10 जिलों के 97 प्रमुख डाकघरों में वर्तमान में ये सुविधा दी जा रही है। इलाहाबाद जनपद में इलाहाबाद प्रधान डाकघर व इलाहाबाद कचहरी प्रधान डाकघर के अलावा ये सुविधा हंडिया, इलाहाबाद सिटी (जोनसेनगंज) , कवेलरी लाइंस (तेलियरगंज), जी. टी. बी. नगर, हाईकोर्ट, बहादुरगंज, फाफामऊ, अतरामपुर, सिराथू, दारागंज, मुट्ठीगंज, लालगोपालगंज, सोरांव व सैदाबाद डाकघरों में उपलब्ध है।

       

निदेशक श्री यादव ने बताया कि पिछले वित्तीय वर्ष में वेस्टर्न यूनियन मनी ट्रान्सफर सेवा के द्वारा इलाहाबाद परिक्षेत्र में डाकघरों के माध्यम से कुल 15231 भुगतान किए गए,जिसमें से सबसे ज्यादा 4992 लेनदेन इलाहाबाद डाक मंडल में किए गए। गौरतलब है कि सबसे ज्यादा पैसे सऊदी अरब, संयुक्त अरब अमीरात आदि खाड़ी देशों में काम करने वाले अप्रवासी भारतीयों द्वारा भेजा जाता है।

Mr. Krishna Kumar Yadav, Director Postal Services said that Department of Posts has started this special scheme in collaboration with Western Union Services India Private Ltd. as a consumer promotion initiative for customers who receive their foreign remittances through Post Office. This scheme will be operational upto 30 September, and under this scheme every time a customer visits Post office to collect his foreign remittance he will be given an assured gift. Mr. Yadav further added that other than these assured gifts customers will have the opportunity to enter in lucky draw and win mobile handsets.

           

It is worthwhile to mention here that for more than a decade Postal Department is providing their customers the facility to receive remittances from foreign countries under the Western Union International Money Transfer Service. Director Postal services Mr. K. K. Yadav told that this facility is available in 7100 Post offices across the country. While out of 10 districts of Allahabad region this service is being offered at 97 identified Post Offices. In Allahabad District itself, other than Allahabad and Allahabad Kutchery Head Post offices, this facility is available in Handia, Allahabad City (Johnstenganj), C. Lines (Teliyarganj), GTB Nagar, High Court, Bahadurganj, Fafamau, Atrampur, Sirathu, Daraganj, Mutthiganj, Lalgopalganj, Soraon, and Saidabad Post Offices.

           

Director Mr. Krishna Kumar Yadav said that in the financial year 2012-13, 15231 transactions were made in Allahabad region, out of which the share of Allahabad Postal Division was the highest i.e. 4992 transactions. He also mentioned that most of the inbound remittances are sent by Non- resident Indians residing in Gulf Countries like Saudi Arab, United Arab Emirates etc.

सेबी की रजत जयंती पर प्रधानमंत्री ने जारी किया स्मारक डाक टिकट

डाक विभाग ने 24  मई, 2013  को भारतीय प्रतिभूति एवं विनिमय बोर्ड ( SEBI) के रजत जयंती पर स्मारक डाक टिकट जारी किया । निवेशकों के हितों की रक्षा के उद्देश्य से 1998 में सेबी की स्थापाना की गई। भारतीय पूंजी बाजार के विनियामक के रूप में गठित सेबी के पास 'सेबी अधिनियम 1992' एवं 1998 के जरिए मिली संवैधानिक शक्तियां हैं।

सेबी के रजत जयंती समारोह में प्रधानमंत्री का भाषण 
प्रधानमंत्री डॉ. मनमोहन सिंह आज मुंबई में बाजार नियामक भारतीय प्रतिभूति विनिमय बोर्ड-सेबी के रजत जयंती समारोह में शामिल हुए। वहां उन्‍होंने समारोह में शामिल होने पर खुशी जाहिर की। उन्‍होंने बताया कि सेबी से उनका विशेष संबंध है क्‍योंकि जब वे भारत के वित्‍त मंत्री थे तब सेबी को संवैधानिक दर्जा मिला था। उन्‍होंने कहा कि तब से सेबी की विकास यात्रा पर मेरी पूरी नजर रही है और मैं विश्‍वास के साथ कह सकता हूं यह संस्‍थान अपनी उपलब्धियों पर गौरवान्वित हो सकता है। मैं देश की इस अनूठी संस्‍था के विकास में शामिल सभी लोगों को बधाई देता हूं।

सेबी ने पूंजी बाजार का सफलतापूर्वक आधुनिकिकरण किया है और हमारी अर्थव्‍यवस्‍था के इस महत्‍वपूर्ण क्षेत्र को दूनिया की अहम परिपाटी से जोड़ा है। यह गर्व की बात है कि भारतीय शेयर बाजार तकनीक और दैनिक व्‍यापार के संदर्भ में आज की तारीख में दूनिया के अच्‍छे बाजारों में शामिल है। यह काफी हद तक सेबी की साहसिक कोशिशों का नतीजा है। शेयर बाजारों में निवेशकों के हितों की रक्षा सेबी का मूल धर्म रहा है। इस बात से हमें संतोष मिलता है कि पिछले 25 वर्षों में भारतीय शेयर बाजार में कई महत्‍वूपूर्ण सुधार हुए हैं। 

शेयर पत्रों के शीघ्र नकदीकरण से शेयर प्रमाण पत्रों के चोरी हो जाने या उसमें घपले की समस्‍या खत्‍म हो गई है। भारत दुनिया के उन प्रथम देशों में शामिल है जहां विशाल स्क्रिन आधारित ट्रेडिंग होती है जिसके अद्यतन आकंड़े देशभर में निवेशकों को लगातार मिलते रहते हैं। कम्‍प्‍यूटरिकृत ट्रेडिंग की वजह से शेयरों के भाव बढ़ाने और इसमें छल-कपट की आशंका कम हो गई है। 

आवश्‍यक सूचनाओं की उपलब्‍धता की वजह से आज निवेशक पहले से कहीं ज्‍यादा सशक्‍त हुए हैं। आईपीओ का जारी होना एक महत्‍वपूर्ण सुधार है जिसके उद्देश्‍य खुदरा निवेशकों की रक्षा है। प्रमोटरों द्वारा आईपीओ के जरिए शेयरों की ब्रिकी की ये नई विधि काफी सफल रही है। हाल में बाजार में निवेश बढाने के लिए खुदरा निवेशकों को प्रोत्‍साहित करने के लिए कई कदम उठाए गए हैं जिनमें राजीव गांधी इक्विटी बचत योजना भी शामिल हैं। मुझे पूरा विश्‍वास है कि सरकार के इन कदमों से खुदरा निवेशक पूंजी बाजार का रूख करेंगे, वित्‍तीय मध्‍यस्‍थता बढेगी हमारी वित्‍तीय व्‍यवस्‍था विस्‍तार लेगी और वित्‍तीय संपत्ति के पक्ष में बचतों का बंटवारा सकारात्‍मक रूप से प्रभावित होगा।

भारतीय अर्थव्‍यवस्‍था में पिछले दशक में जो उच्‍च विकास दर देखी गई उसके पीछे बचत और निवेश दर की अधिकता कारण रही। वर्ष 2000-01 में सकल घेरलू बचत जीडीपी के 23.7 फीसदी से बढकर वर्ष 2007-08 में 36.8 फीसदी तक पहुंची लेकिन वर्ष 2011-12 में यह घटकर 30.8 फीसदी पर आ गई जिसे हमें वापस पहले के स्‍तर पर लाना है। जब पूंजी बाजार के काम-काज में प्रभावी मध्‍यस्‍थता रहेगी तब बचत और निवेश की ऊची दरें काफी उत्‍पादक होंगी। 

मैं पिछले 25 वर्षों के दौरान सेबी के उत्‍कृष्‍ट प्रदर्शन की सराहना करता हूं लेकिन मैं यह उम्‍मीद करने का साहस करता हूं कि बेहतरी आना अभी बाकी है मैं सेबी अध्‍यक्ष श्री सिन्‍हा और उनके सभी सहयोगियों सहित उन लोगों को भी जो किसी न किसी रूप में इस उत्‍पादक संस्‍था के साथ जुड़े रहे हों, को शुभकामनाएं देता हूं।

उत्तर प्रदेश परिमंडल में डाक सहायकों/छंटाई सहायकों की भर्ती परीक्षा आज

इलाहाबाद। डाक विभाग उत्तर प्रदेश परिमंडल में कुल 674 डाक सहायकों/छंटाई सहायकों की भर्ती परीक्षा के लिए कड़े प्रबंध किए गए हैं। यह परीक्षा पूरे उत्तर प्रदेश में 19 मई रविवार को प्रातः 10 से 12 बजे तक होगी। उत्तर प्रदेश में इलाहाबाद, लखनऊ, आगरा, बरेली, कानपुर, गोरखपुर, नोएडा एवं सहारनपुर सहित कुल 8 जगहों पर परीक्षा आयोजित की जा रही है। इलाहाबाद में इसका आयोजन 45 परीक्षा केंद्रों पर किया जायेगा। इस संबंध में इलाहाबाद क्षेत्र के निदेशक डाक सेवाएं कृष्ण कुमार यादव ने पोस्टमास्टर जनरल कार्यालय में तैयारियों की समीक्षा की और सभी को उनके कार्यों की भी जानकारी दी। इलाहाबाद केंद्र पर इलाहाबाद के अलावा कौशांबी, प्रतापगढ़, मिर्जापुर, सोनभद्र, जौनपुर, वाराणसी, चंदौली, भदोही, गाजीपुर इत्यादि तमाम जिलों के अभ्यर्थी परीक्षा में सम्मिलित होंगे।

निदेशक डाक सेवाएं, इलाहबाद परिक्षेत्र  कृष्ण कुमार यादव ने बताया कि इलाहाबाद में कुल 45 केंद्रों पर परीक्षाओं का आयोजन किया जा रहा है। इनमें बिशप जानसन, ब्वायज हाई स्कूल, आर्य कन्या इंटर कालेज, क्रास्थवेट इंटर कालेज, ईश्वर शरण डिग्री कालेज, मैरी लुकस स्कूल और कालेज, प्रयाग महिला विद्यापीठ इंटर कालेज, हिंदू महिला विद्यालय इंटर कालेज इत्यादि विद्यालय शामिल हैं। डाक विभाग इस परीक्षा का आयोजन सीएमसी लिमिटेड कंपनी के माध्यम से करा रहा है। इलाहाबाद के 45 परीक्षा केंद्रों पर डाक विभाग ने विभिन्न डाक मंडलों से 2-2 प्रेक्षक (आबर्जबर) नियुक्त किये हैं। इसके अलावा परीक्षा में किसी भी प्रकार की गड़बड़ी को रोकने के लिए पुलिस अधिकारियों को भी समुचित व्यवस्था करने हेतु लिखा गया है।

कृष्ण कुमार यादव ने बताया कि उत्तर प्रदेश परिमंडल में कुल 674 डाक सहायकों/छंटाई सहायकों की भर्ती होनी है, जिसमें से इलाहाबाद परिक्षेत्र में 77 पदों पर भर्ती की जानी है। पूरे उत्तर प्रदेश में लगभग डेढ़ लाख परीक्षार्थी परीक्षा में सम्मिलित होंगे, इनमें से इलाहाबाद परिक्षेत्र में कुल 33,344 परीक्षार्थी शामिल हो रहे हैं।

Postal dept. gets ready for new roles

ALLAHABAD: A daylong workshop was organized at the Post Master General's office to make postal inspectors aware of new technologies and methods to be introduced soon in post offices. The workshop also aimed that their understanding of changes in Department of Posts. The workshop was inaugurated by director, Postal Services of Allahabad Region, Krishna Kumar Yadav on Tuesday.

The workshop was attended by 40 assistant superintendents of posts offices/ inspector of post offices, who were updated about the latest and upcoming changes and new postal services through power point presentation.

Speaking on the occasion, Yadav said that changes being made in postal services, and the department would be extended to rural level. In the era of information and communication technology, the department of posts has decided to ensure that the benefit of these technological advancements reached the villages, he said.

Interacting with the postal inspectors/ superintendents, Yadav asked them to work as a bridge between employees and officers and said that it would enable postal services earn higher revenues.

He also suggested that every postal division should adopt one major organization and 15 villages for implementation of 'Sampoorna Bima Gram' scheme. He said that we should aim at covering maximum number of households under Post Office Savings Bank Scheme.

Under IT Modernization Project-2012, Branch Post Offices located in rural areas would be made high-tech and netbooks and hand-held devices would be provided to these offices. Not only this, branch post offices would get mobile thermal printer, smartcard reader, finger-print scanner, digital camera etc for signature/ document scanning and making transactions. Very soon Post offices would be linked under core banking solution, which would bring revolutionary changes in banking at rural level.

After implementation of CBS, customers of post offices would be able to avail services like net banking, mobile banking and ATMs. Regular monitoring of postal services is being undertaken under the 'Project Arrow', and the overall outlook of post offices was being changed under 'look and feel' scheme. In near future, all post offices would be brought under the Project Arrow scheme and would be made more high-tech through implementation of Core Banking Solutions.

On this occasion top performing assistant superintendents and postal inspectors were felicitated by Yadav. Employees who received awards for their outstanding performance include B K Sharma, B P Singh, assistant superintendent P C Yadav, P K Pathak, Marut Nandan and Vipin Yadav.

डाक विभाग में हो रहे परिवर्तनों से रूबरू हुए सहायक डाक अधीक्षक/ निरीक्षक

इलाहाबाद डाक परिक्षेत्र के सहायक डाक अधीक्षकों/डाक निरीक्षकों को डाक विभाग में नित हो रहे परिवर्तनों से रूबरू कराने के लिए एक दिवसीय कार्यशाला का आयोजन 14 मई को पोस्टमास्टर जनरल कार्यालय इलाहाबाद में किया गया। कार्यशाला का उद्घाटन इलाहाबाद परिक्षेत्र के निदेशक डाक सेवायें श्री कृष्ण कुमार यादव द्वारा किया गया । इस अवसर पर कुल 40 सहायक डाक अधीक्षकों/डाक निरीक्षकों ने कार्यशाला में भाग लिया। इस अवसर पर विभिन्न डाक सेवाओं के बारे में पावर प्वाइंट द्वारा प्रस्तुति देकर डाक अधिकारियों को अद्यतन व प्रोत्साहित किया गया।

मुख्य अतिथि के रूप में इलाहाबाद परिक्षेत्र के निदेशक डाक सेवायें श्री कृष्ण कुमार यादव ने कहा कि वक्त के साथ डाक सेवाआंे में तमाम बदलाव आये हैं और अब डाक विभाग इस बदलाव को ग्रामीण स्तर तक ले जाने की प्रक्रिया में है। उन्होंने कहा कि आज का दौर कम्प्यूटर एवं टेक्नालोजी का है और यदि समाज व राष्ट्र को प्रगतिशील बनाना है तो ग्रामीण स्तर तक इस टेक्नालोजी को पहुँचाना होगा और डाक विभाग इस दिशा में प्रयासरत है। श्री यादव ने सहायक डाक अधीक्षकों/डाक निरीक्षकों से रूबरू होने हुए कहा कि वे अधिकारियों और कर्मचारियों के बीच पुल की भांति कार्य करते हैं और इस पुल को सुदृढ़ बनाकर ही डाक सेवाओं का सम्यक क्रियान्वयन, उचित मानीटरिंग और अधिकाधिक राजस्व अर्जन किया जा सकता है। उन्होंने  हर डाक मंडल में एक प्रमुख विभाग को सम्पूर्ण बीमा संगठन एवं पन्द्रह गाँवों को सम्पूर्ण बीमा गाँव बनाने पर जोर दिया। ज्यादा से ज्यादा घरों में डाक बचत खाते खोलने का भी लक्ष्य दिया गया।

श्री यादव ने यह भी बताया कि आई0 टी0 मार्डनाइजेशन प्रोजेक्ट-2012 के तहत गाँवांे में स्थित शाखा डाकघरों को हाईंटेक किया जायेगा और वहाँ पर नेटबुक व हैण्डहेल्ड डिवाइस दिया जायेगा। यही नहीं इसके साथ-साथ मोबाइल थर्मल प्रिन्टर, स्मार्ट्कार्ड रीडर, फिंगर प्रिन्ट स्कैनर, डिजिटल कैमरा एवं सिगनेचर व दस्तावेज स्कैनिंग के लिए यन्त्र भी मुहैया कराया जायेगा ताकि ग्रामीण लोगों को इन सुविधाओं के लिए शहरों की तरफ न भागना पड़े। डाक निदेशक श्री कृष्ण कुमार यादव ने कहा कि शीघ्र ही डाकघरों को सीबीएस से जोड़ा जा रहा है। जिससे सिर्फ शहरों ही नहीं बल्कि ग्रामीण स्तर तक बैंकिग क्षेत्रों में क्रांतिकारी कदम का सूत्रपात होगा और डाकघरों के खाताधारक नेटबैंकिग, मोबाइल बैंकिंग एवं एटीएम सुविधाओं का लाभ उठा सकंेगे।

श्री यादव ने कहा कि प्रोजेक्ट ऐरो के तहत डाक सेवाओं की नियमित मानीटरिंग की जा रही है और डाकघरों का चेहरा भी ’लुक और फील’ के तहत परिवर्तित किया जा रहा है। आने वाले दिनांे में सभी डाकघरों को प्रोजेक्ट ऐरो के तहत जोड़कर नई टेक्नोलाजी एवं सीबीएस जैसी सुविधाओं से आच्छादित करते हुये और भी हाई-टेक बनाया जायेगा।

इस अवसर पर उत्कृष्ट कार्य करने वाले सहायक अधीक्षकों व डाक निरीक्षकों को निदेशक डाक सेवायें श्री कृष्ण कुमार यादव ने सम्मानित भी किया। पुरस्कार पाने वालों में सर्वश्री बी के शर्मा, बी पी सिंह, पी सी यादव सहायक डाक अधीक्षक, पी के पाठक, मारूत नन्दन तथा विपिन यादव डाक निरीक्षक सम्मिलित थे।

Workshop for Branch Postmasters held at Varanasi Head Post Office

VARANASI: In a bid to create awareness among the postal employees about new technologies and methods to be introduced soon in all rural post offices, a one-day workshop was organised at the head post office at Visheshwarganj on Sunday.

The workshop was in line with the department of post's (DoP) ambitious'India Post 2012' project under which IT modernisation of post offices has to be ensured. Director, postal services, Allahabad region, Krishna Kumar Yadav said that it is the priority of the government to take technological advancements to rural level so that rural areas can have better participation in the development of the nation. To do so, he said, branch post offices located in rural areas will now be made high-tech. Netbook and hand-held devices will be made available to these post offices along with mobile thermal printer, smart card reader, finger print scanner, digital camera for signature and document scanning and making transactions.

Yadav emphasised on increasing the revenue at rural level and asked branch post masters to pursue every rural household to open a savings bank account with the post office. He also suggested that every postal division should adopt one major organisation and 15 villages for implementation of Sampoorna Bima Gram Scheme and also that MNREGA and BPL accounts should be opened promptly.

DoP aims at linking the post offices with core banking solution (CBS) to revolutionise banking at rural level. After CBS linkage, the customers of post offices will be able to avail services like net banking, mobile banking and ATM. One of the most important role post offices will play after CBS linkage will be in direct cash transfer under different schemes of the government for subsidy to poor people, Yadav said.

Postal employees were felicitated for performing better by the director. Senior officials of post offices, branch postmasters and gramin dak sewaks of rural areas of Varanasi and Sant Ravidas Nagar (Bhadohi) districts participated in the workshop.

अब नई तकनीक से जुड़ेगे ग्रामीण डाकघर

(भारतीय डाक विभाग अब नई तकनीकों के माध्यम से डाक घरों को जोड़ रहा है। कम्प्यूटराइजेशन, प्रोजेक्ट एरो के बाद अब कोर बैंकिंग साल्युशंस (CBS) और फिर गाँवों में स्थित ब्रांच पोस्ट ऑफिसेज को नेट-बुक  और हैण्ड होल्ड डिवाइस के साथ और हाई-टेक बनाना। 12 मई को इन्हीं मुद्दों पर हम बनारस में रूबरू हुए  लगभग 400 ब्रांच पोस्टमास्टर्स से। उनमें उत्साह दिखा, उत्सुकता दिखी और बदलते वक़्त और नई तकनीक के साथ चलने का साहस भी ....आमीन ! अख़बारनवीसों ने भी इसे हाथों-हाथ लिया ...आभार !!)

वक्त के साथ डाक सेवाओं में तमाम बदलाव आये हैं  और अब डाक विभाग इस बदलाव को ग्रामीण स्तर तक ले जाने की प्रक्रिया में है । इसी क्रम में वाराणसी व सन्त रविदास नगर (भदोही) के ग्रामीण इलाकों के ब्रान्च पोस्टमास्टर व ग्रामीण डाक सेवकों के लिये एक दिवसीय कार्यशाला का आयोजन प्रधान डाकघर , वाराणसी (विशेश्वरगंज) में दिनांक 12.05.2013  को किया गया । 

कार्यक्रम में मुख्य अतिथि के रूप में  श्री कृष्ण कुमार यादव निदेशक डाक सेवायें, इलाहाबाद परिक्षेत्र एवं अध्यक्षता श्री एस0 एस0 मिश्रा , प्रवर अधीक्षक डाकघर वाराणसी (पूर्व) मण्डल व विशिष्ट अतिथि के रूप में श्री ए0के0श्रीवास्तव ,अधीक्षक डाकघर वाराणसी (पश्चिम) मण्डल उपस्थित रहे।

कार्यक्रम की अध्यक्षता कर रहे प्रवर अधीक्षक डाकघर वाराणसी (पूर्व) मण्डल श्री एस0 एस0 मिश्रा ने राजस्व बढाने के लिये अभी से जुटने का आह्नवान किया ताकि इस वित्तीय वर्ष में वाराणसी मण्डल से डाक विभाग को ज्यादा राजस्व प्राप्त हो सके । डाक अधीक्षक श्री ए0के0श्रीवास्तव ने डाक सम्बन्धित कार्यों की नियमित मानीटरिंग पर जोर दिया और कहा कि इस माध्यम से ग्राहकों के प्रति हम और प्रतिबद्व हो सकेेंगे।

Department of Posts offers Special Discount of 7.5 % on Gold Coins on the occasion of Akshya Tritiya

Keeping in mind the heavy demand of India Post Gold Coins, Department of Posts has made special preparation for sale of Gold Coins on the occasion of Akshya Tritiya and Pushya Nakshtra. It is worthwhile to mention here that purchasing gold coins on the day of Akshya Tritiya is considered auspicious.

While talking about these preparations Mr. Krishna Kumar Yadav, Director Postal Services of Allahabad Region told that it has been decided to offer special discounts to customers on purchase of India Post Gold Coins. Under this discount scheme, every customer purchasing Gold Coins from identified Post Offices will be offered a special discount of 7.5% instead of earlier 7%. This special discount will be available only on the occasions of Akshya Tritiya on 13 May, 2013 and Pushya Nakshtra on 15 and 16 May. Whereas the discount of 7% will be offered up to 30 June, 2013.

            To facilitate customers special arrangements have been made for sale of India Post Gold Coins. For sale of Gold Coins separate counters have been started in Allahabad Head Post Office, Allahabad Kutchery Head Post Office and Handia Post Office.

            Mr. Krishna Kumar Yadav told that these coins with India Post logo are of 24 carrot (99.99%) and are made of pure gold and certified by Valcambi, under Swiss certification, and available in tamper- proof packaging, which eliminates the risk of duplication. These Gold Coins have the benefits like internationally recognized certification, low risk of duplication, quality packaging, product standardization, and numbering and assayer certificate. For the convenience of different income groups these coins are being offered in many denominations. Gold Coins 0.5 grams, 1 gram, 5 gram, 8 gram, 10 gram, 20 gram and 50 grams will be available for sale at identified Post Offices.

            Director Mr. Krishna Kumar Yadav told that 935 post offices across the country are selling gold coins out of which in Uttar Pradesh there are 82 post offices and in Allahabad Region 11 post offices. in Allahabad Region other than, Allahabad Head Post Office, Allahabad Kutchery Post Office, and Handia Post Office, these coins will be sold through 11 Post Offices including Pratapgarh Head Post Office, Mirzapur Head Post Office, Obra and Shakti Nagar Post Offices, Jaunpur Head Post Office, Ghazipur Head Post Office, Varanasi Head Post Office, Varanasi Cant Head Post Office.
