ALLAHABAD: The net savvy couple Krishna Kumar Yadav and his wife akanksha Yadav who have carved a nicha in new media of creativity – blogging – have been selected for International awards ‘Parikalpana Sahitya Samman’ and ‘Parikalpana Blog Vibhusan Award’ respectively by Parikalpana Group for their contributions to literature through blogging.

The coveted awards would be conferred on them during the ‘International Blogging Conference’ to be held on September 13-14 in Rajbhawan at Kathmandu, Nepal.

KK Yadav is employed as director postal services in Allahabad region. Last year the couple was awarded by chief minister Akhilesh Yadav with ‘Awadh Samman’ for new media blogging and ‘Blogger of the decade’ award on completion of 10 years of Hindi Blogging.

“I entered the field of blogging in 2008 with ‘Shabd Srijan Ki Or’ and ‘Dakia Dak Laya’ while Akansha started blogging with ‘Shabd Shikhar’ in the same year. Within months, we started receiving response from people across the globe,” said KK Yadav.

The couple’s blogs have also motivated a number of people to enter the field of blogging and provide new dimension to Hindi blogging through their literary creativity.

“My blogs focus on social issues, heart touching poems and informative research articles whereas those of Akanksha touch the issues relating to women, child welfare and society and her creations reflect women empowerment,” added Yadav.

The creations of this couple are published regularly in various reputed papers, magazines and on internet in web magazines. Six books of Krishna Kumar Yadav have also been published, which include collections of poetry and essays, a book on 150-years of India Post and non-fictional work, ‘Krantiyagya: 1857-1947 ki Gatha’. A children book, ‘Jungle me cricket’ is also authored by Yadav.

A creation of Akanksha – ‘Chaand par pani’ – has been published. “It is a proud moment for me and my family members. I started writing glogs to express my literary creativity and am happy that now my blogs are being viewed by hundreds of readers from across the globe,” said Akansha Yadav.

 A number of national as well as international bloggers are expected to be present in this conference to discuss social aspects of new media such as blog, website, webportal and social networking sites.

The couple’s daoughter Akshitaa (Pakhi) was in 2011 awarded ‘Best baby blogger’ award for her glog ‘Pakhi ki duniy’ and is also the youngest ‘National Child Award winner’ of India.

India Post offers designer envelope for Rakhi

ALLAHABAD: The Postal department has launched designer envelopes to ensure fast and safe delivery of rakhis, symbolic of girl's love for her brother. These water resistant envelopes are available in various designs and are also resistant to wear and tear.

Director, postal services of Allahabad region, Krishna Kumar Yadav said that these envelopes available in sixes of 11 cm x 22 cm were priced at Rs 7, excluding postage charges.

As these envelopes have been especially designed for the purpose, they are light-weighted and address can be printed or written on it easily. "India Post logo is printed on the upper left portion of these envelopes with Rakhi inscribed in English. The envelopes have a special peel for easy seal and as such there is no need for gum or adhesives. Their special designs will help in sorting and the receiver will also be happy to receive them," he said.

These envelopes are already on sale in GPO and would be made available at all post offices across the region in the next couple of days.

Meanwhile, the department has made special arrangements for Rakshabandhan. Mr. KK Yadav said that department has made arrangements to separate Rakhi Mail from ordinary one. Specific letter boxes and collection boxes have been installed in post offices. Rakhis posts dropped in these boxes are being cleared the same day through special bags to ensure timely delivery. Besides, special labels will be posted on Rakhi envelopes for their prompt delivery. This arrangement will be available up to August 20.

Retired postal official’s ode to love

DIBAI, BULANDSHAHR DISTRICT: Kaesar Kala in Dibai is now famous for its own modern-day Shah Jahan, Faizul Hasan Qadari. A retired postal assistant, Qadari is building a replica of the Taj Mahal in memory of his late wife, Tajamulli Begum, in this small village in UP's Bulandshahr district. 

"My wife did not ask me to build a Taj Mahal for her. In fact, she had never seen it but I wanted to do something for her," said Qadari, 78, of the 5,500-sq-ft memorial that he is constructing on his two-acre farm. "Since we didn't have kids, she used to say that when we die, nobody will remember us. So after she passed away in 2011, I thought I would construct this tomb. People in the village will never forget us." 

The replica, which he has named 'Yaadgaar', has been designed by Qadari. He had seen the original on a visit to Agra for a training programme in 1974, and from a picture on the cover of a guidebook he bought then, he and a local mason are today copying the structure in white marble replica stone. "I did approach an architect in Aligarh last year to help me. He charged Rs 3,000 but I didn't like his drawings. After that I used the guidebook that I have since my training days," Qadari said. It's a grueling task, and they have made mistakes. "The dome had to be reconstructed as it was tilting on the right side," he revealed. 

Qadari has invested his entire savings of Rs 9.3 lakh in the project, but four months ago, work had to be stopped due to lack of funds. "Whatever I had has been put into it, and I had to sell my wife's jewellery also. People have offered me loans but what will I tell my wife in the afterlife, that I constructed it for her using loaned money? Never," said Qadari, who is now saving his Rs 9,000 monthly pension to restart the project. "By next year, I'm hopeful of saving Rs 50,000 to buy more stone." 

Ask about his wife and Qadari lights up, and shows her photos. "Ours was an arranged marriage but I fell in love with her the moment we were married. We spent a good 58 years together and all the while she supported me," Qadari said. Living alone today, he turns to poetry to express his feelings and even sleeps with his wife's tombstone that has a couplet written by him, which reads, 'Na koi Sheesh Mahal hai, na koi Taj Mahal hai, hai Yaadgaar-e-Mohabbat, yeh pyaar ka mahal hai'. "Once the tomb is ready, this tombstone will be fixed," he said, revealing that in the meantime, people from the village are using the memorial as a recreational spot. "They dirty the place and it's difficult to keep it clean. I try to shush them away but my old legs don't work the way they used to," said Qadari, who has reserved the grave next to his wife for himself. 

Coping with pain in his knees, he finds it difficult to stand for long. But he wakes up every day looking at 'Yaadgaar' from his bedroom window. "I have told everyone that when I die, I have to be buried next to my wife, inside the structure," he concluded.

डाकघरों को नये नेटवर्क से जोड़कर बनाया जायेगा और उन्नत : कृष्ण कुमार यादव

डाक विभाग के अधिकारियों व कर्मचारियों को डाक परिचालन में नित हो रहे परिवर्तनों से रूबरू कराने के लिए एक दिवसीय कार्यशाला का आयोजन दिनांक 04 अगस्त 2013 दिन रविवार को वाराणसी कैंट प्रधान डाकघर में किया गया। कार्यशाला का उदघाटन इलाहाबाद परिक्षेत्र के निदेशक डाक सेवायें श्री कृष्ण कुमार यादव ने किया । इस अवसर पर वाराणसी पूर्वी व पश्चिमी डाक मण्डल एवं रेल डाक सेवा वाराणसी के कर्मचारियों ने कार्यशाला में भाग लिया। कार्यशाला में मेल नेटवर्क अनुकूलन परियोजना के बारे में पावर प्वाइंट प्रेजेंटेसन द्वारा प्रस्तुति देकर डाक अधिकारियों एवं कर्मचारियों को अद्यतन किया गया।

            मुख्य अतिथि के रूप में इलाहाबाद परिक्षेत्र के निदेशक डाक सेवायें श्री कृष्ण कुमार यादव ने कहा कि डाक विभाग का मूल आधार डाक सेवाएं हैं । डाक का स्वरुप भले ही बदला हो, पर डाक आज भी कम नहीं हुई है। आने वाला दौर पार्सल पोस्ट, लाजिस्टिक पोस्ट, व ई-कॉमर्स का है, एवं डाक विभाग इस और कदम बढ़ा चूका है। डाक सेवाओं को हाई-टेक टेक्नोलॉजी से जोड़कर ई-पोस्ट, व ट्रैक एंड ट्रेस आधारित स्पीड नेट, आर-नेट जैसी सेवाएं दी जा रही हैं। इसी प्रकार सामान्य मनीआर्डर को इलेक्ट्रॉनिक मनीआर्डर व इंस्टेंट मनीआर्डर के रूप में लोगों ने ज्यादा सराहा है। श्री यादव ने कहा कि भारतीय डाक विभाग ने आमजनों द्वारा प्रयोग की जाने वाली डाक सेवाओं जैसे कि स्पीड पोस्ट, रजिस्टर्ड पोस्ट आदि के  प्रसंस्करण, पारेषण और वितरण में अभूतपूर्व परिवर्तन कर इनकी गुणवत्ता सुधारने हेतु मेल नेटवर्क अनुकूलन परियोजना परियोजना शुरू की है ।

प्रोजेक्ट ऐरो एवं मेल नेटवर्क अनुकूलन परियोजना के तहत डाक सेवाओं की नियमित मानीटरिंग की जा रही है और डाकघरों का चेहरा भी ’लुक और फील’ के तहत परिवर्तित किया जा रहा है। डाक निदेशक श्री कृष्ण कुमार यादव ने कहा कि डाक विभाग की आधुनिकीकरण परियोजना के अंतर्गत कई डाकघरों ने नए नेटवर्क पर काम करना शुरू कर दिया है । सिफी व बी एस एन एल द्वारा उपलब्ध कराये जा रहे इस नेटवर्क द्वारा शहरों ही नही बल्कि ग्रामीण डाकघरों में भी निर्बाध इंटरनेट कनेक्टिविटी उपलब्ध होगी ।आने वाले दिनों में क्रमवार सभी डाकघरों को प्रोजेक्ट ऐरो के तहत जोड़कर नई टेक्नोलाजी एवं सीबीएस जैसी सुविधाओं से आच्छादित करते हुये और भी हाई-टेक बनाया जायेगा।

                                   

            निदेशक डाक सेवायें श्री कृष्ण कुमार यादव ने सहायक डाक अधीक्षकों/डाक निरीक्षकों का आहवान किया कि वे अपने क्षेत्रों में डाक वितरण एवं सम्प्रेषण की उचित मानीटरिंग करें एवं यह सुनिश्चितय करें कि सभी डाकघर स्पीड पोस्ट व रजिस्टर्ड पोस्ट हेतु बनाए गए विभागीय सॉफ्टवेर पर कार्य करें। उन्होने कर्मचारियों से कहा कि वे नई तकनीकी के हिसाब से अपने को तैयार करें ताकि वे अपनी सर्वोत्तम सेवा देकर विभाग की सेवाओं का व्यापक क्रियान्यावन कर उन्हें आमजन तक पहुचाने में सहयोग दें सकें।

            इस अवसर पर उत्कृष्ट कार्य करने वाले डाककर्मियों को निदेशक डाक सेवायें श्री कृष्ण कुमार यादव ने सम्मानित भी किया। इस अवसर पर प्रवर अधीक्षक डाकघर श्री शिव सहाय मिश्रा, डाक अधीक्षक श्री आर० एन० यादव, पोस्टमास्टर श्री एस० के० पाण्डेय,  सहायक अधीक्षक आर० सी० राम, आशीष श्रीवास्तव, निरीक्षक दीपक कुमार, बृजेश शर्मा, आर के श्रीवास्तव सहित तमाम अधिकारी एवं कर्मचारी गण उपस्थित थे।

डाक-मुंशी के पुत्र रहे प्रेमचन्द ने लिखी साहित्य-जगत में नई इबारत

हिन्दी साहित्य के इतिहास में उपन्यास सम्राट के रूप में अपनी पहचान बना चुके प्रेमचंद का वास्तविक नाम धनपत राय श्रीवास्तव था. वह एक कुशल लेखक, जिम्मेदार संपादक और संवेदशील रचनाकार थे. प्रेमचंद का जन्म 31 जुलाई, 1880 को वाराणसी से लगभग चार मील दूर लमही नामक ग्राम में हुआ था. इनका संबंध एक गरीब कायस्थ परिवार से था. इनकी माता का नाम आनन्दी देवी था. इनके पिता अजायब राय श्रीवास्तव डाकमुंशी के रूप में कार्य करते थे.ऐसे में प्रेमचंद का डाक-परिवार से अटूट सम्बन्ध था.

जब प्रेमचंद के पिता गोरखपुर में डाकमुंशी के पद पर कार्य कर रहे थे उसी समय गोरखपुर में रहते हुए ही उन्होंने अपनी पहली रचना लिखी. यह रचना एक अविवाहित मामा से सम्बंधित थी जिसका प्रेम एक छोटी जाति की स्त्री से हो गया था. वास्तव में कहानी के मामा कोई और नहीं प्रेमचंद के अपने मामा थे, जो प्रेमचंद को उपन्यासों पर समय बर्बाद करने के लिए निरन्तर डांटते रहते थे. मामा से बदला लेने के लिए ही प्रेमचंद ने उनकी प्रेम-कहानी को रचना में उतारा. हालांकि प्रेमचंद की यह प्रथम रचना उपलब्ध नहीं है, क्योंकि उनके मामा ने क्रुद्ध होकर पांडुलिपि को अग्नि को समर्पित कर दिया था.

प्रेमचंद बचपन से ही काफी खुद्दार रहे. 1920 का दौर... गाँधी जी के रूप में इस देश ने एक ऐसा नेतृत्व पा लिया था, जो सत्य के आग्रह पर जोर देकर स्वतन्त्रता हासिल करना चाहता था। ऐसे ही समय में गोरखपुर में एक अंग्रेज स्कूल इंस्पेक्टर जब जीप से गुजर रहा था तो अकस्मात एक घर के सामने आराम कुर्सी पर लेटे, अखबार पढ़ रहे एक अध्यापक को देखकर जीप रूकवा ली और बडे़ रौब से अपने अर्दली से उस अध्यापक को बुलाने को कहा । पास आने पर उसी रौब से उसने पूछा-‘‘तुम बडे़ मगरूर हो। तुम्हारा अफसर तुम्हारे दरवाजे के सामने से निकल जाता है और तुम उसे सलाम भी नहीं करते।’’ उस अध्यापक ने जवाब दिया-‘‘मैं जब स्कूल में रहता हूँ तब मैं नौकर हूँ, बाद में अपने घर का बादशाह हूँ।’’अपने घर का बादशाह यह शख्सियत कोई और नहीं, वरन् उपन्यास सम्राट प्रेमचंद थे, जो उस समय गोरखपुर में गवर्नमेन्ट नार्मल स्कूल में सहायक अध्यापक के पद पर कार्यरत थे।

प्रेमचंद बहुमुखी प्रतिभा संपन्न साहित्यकार थे. उनकी रचनाओं में तत्कालीन इतिहास की झलक साफ दिखाई देती है. यद्यपि प्रेमचंद के कालखण्ड में भारत कई प्रकार की प्रथाओं और रिवाजों, जो समाज को छोटे-बड़े और ऊंच-नीच जैसे वर्गों में विभाजित करती है, से परिपूर्ण था इसीलिए उनकी रचनाओं में भी इनकी उपस्थिति प्रमुख रूप से शामिल होती है. प्रेमचंद का बचपन बेहद गरीबी और दयनीय हालातों में बीता. मां का चल बसना और सौतेली मां का बुरा व्यवहार उनके मन में बैठ गए थे. वह भावनाओं और पैसे के महत्व को समझते थे. इसीलिए कहीं ना कहीं उनकी रचनाएं इन्हीं मानवीय भावनाओं को आधार मे रखकर लिखे जाते थे. उन्होंने अपनी रचनाओं में जन साधारण की भावनाओं, परिस्थितियों और उनकी समस्याओं का मार्मिक चित्रण किया था. उनकी कृतियाँ भारत के सर्वाधिक विशाल और विस्तृत वर्ग की कृतियाँ हैं. इसके अलावा प्रेमचंद ने लियो टॉल्सटॉय जैसे प्रसिद्ध रचनाकारों के कृतियों का अनुवाद भी किया जो काफी लोकप्रिय रहा.

प्रेमचंद जी के पिता अजायब राय डाक-कर्मचारी थे, अत: प्रेमचंद जी अपने ही परिवार के हुए। आज उनकी जयंती पर शत-शत नमन। डाक-परिवार अपने ऐसे सपूतों पर गर्व करता है व उनका पुनीत स्मरण करता है।प्रेमचंद की स्मृति में भारतीय डाक विभाग की ओर से 31 जुलाई, 1980 को उनकी जन्मशती के अवसर पर 30 पैसे मूल्य का एक डाक टिकट भी जारी किया गया !!

चिट्ठियों से हुई चित्रा मुद्गल के लेखन की शुरूआत

हिंदी की जानी-मानी कथाकार चित्रा मुद्गल का नाम किसी परिचय का मोहताज नहीं है पर बहुत कम लोगों को पता है कि चित्रा मुद्गल के लेखन की शुरूआत चिट्ठियों से हुई।

उनका जन्म उत्तर प्रदेश के एक सामंती परिवार में हुआ था। उनके पिता नेवी में एक अफसर थे। रुढि़वादी विचारधारा और एक सैनिक की ठसक, दोनों ने मिलकर उन्हें कठोर बना दिया था। स्त्रियां उनके आगे अपने मुँह खोलें, उनके लिए यह असहनीय बात थी। यहाँ तक कि चित्रा की माँ भी उनसे कोई बात नहीं कह पाती थीं।

 चित्रा उनके सामने विरोध प्रकट करने के लिए चिट्ठियों का सहारा लेती थीं। वे कहती हैं, ’’मैं चिट्ठियाँ लिखकर बप्पा के तकिए के नीचे रख देती थी। वे उन्हें पढ़ते, लेकिन उन्हें टुकड़े-टुकड़े करके फेंक भी देते। इतना ही नहीं, उन टुकड़ों को वे अपने जूतों से रौंदकर बाहर चले जाते। मेरे लिखने की शुरूआत यहीं से हुई। मेरी पहली कहानी डोमिन काकी स्कूल से प्रकाशित होने वाली पत्रिका में छपी थी। सफेद सेनारा मेरी पहली कहानी है, जो नवभारत टाइम्स में छपी थी। इस कहानी को खूब सराहा गया और पुरस्कृत भी हुई।’’

सावन में डाक से घर बैठे पायें काशी विश्वनाथ और महाकाल का प्रसाद

सावन के मौसम में शिव की आराधना के लिए तमाम तैयारियां हो रही हैं. कहीं उनका दरबार सज रहा है तो कहीं आनलाइन आरती का प्रबंध किया जा रहा है. पर अब देश के किसी भी कोने में बैठे शिवभक्त काशी विश्वनाथ मंदिर, बनारस और महाकालेश्वर मंदिर, उज्जैन का प्रसाद भी घर बैठे ग्रहण कर सकेंगें. डाक विभाग यह सौगात लेकर आया है.

यह जानकारी देते हुए इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएँ कृष्ण कुमार यादव ने बताया कि डाक विभाग और काशी विश्वनाथ मंदिर ट्रस्ट के बीच हुए एक एग्रीमेण्ट के तहत काशी विश्वनाथ मंदिर का प्रसाद डाक द्वारा भी लोगों को उपलब्ध कराया जा रहा है। इसके तहत साठ रूपये का मनीआर्डर प्रवर डाक अधीक्षक, बनारस (पूर्वी) के नाम भेजना होता है और बदले में वहाँ से काशी विश्वनाथ मंदिर ट्रस्ट के सौजन्य से मंदिर की भभूति, रूद्राक्ष, भगवान शिव की लेमिनेटेड फोटो और शिव चालीसा प्रेषक के पास प्रसाद रूप में भेज दिया जाता है।

निदेशक श्री कृष्ण कुमार यादव ने बताया कि काशी विश्वनाथ मंदिर के अलावा उज्जैन के प्रसिद्ध श्री महाकालेश्वर ज्योतिर्लिंग मंदिर का प्रसाद भी डाक द्वारा मंगाया जा सकता है। इसके लिए प्रशासक, श्री महाकालेश्वर मंदिर प्रबन्धन कमेटी, उज्जैन को 151 रूपये का मनीआर्डर करना पड़ेगा और इसके बदले में वहाँ से स्पीड पोस्ट द्वारा प्रसाद भेज दिया जाता है। इस प्रसाद में 200 ग्राम ड्राई फ्रूट, 200 ग्राम लड्डू, भभूति और भगवान श्री महाकालेश्वर जी का चित्र शामिल है। निदेशक श्री यादव ने बताया कि इस प्रसाद को प्रेषक के पास एक वाटर प्रूफ लिफाफे में स्पीड पोस्ट द्वारा भेजा जाता है, ताकि पारगमन में यह सुरक्षित और शुद्ध बना रहे।

Heavy rush at Post Offices for police recruitment forms

ALLAHABAD: Heavy rush was witnessed at post offices in the city  as the process of selling of application forms for police recruitment examination began.

Aspirants had started gathering at the various post offices since morning to obtain form which is available in two formats. In the first category, there would be application forms in khaki envelopes to be given free of cost to candidates who had applied for UP Police Recruitment Examination 2011where the selection process was shelved by the state government. In the second category, application forms would be made available in white envelopes for Rs 200 to the candidates who are applying afresh. In order to obtain a free application form in khaki envelope, applicants would be required to submit an application and declaration in prescribed proforma submitting the last OMR application form number which is being pasted on the notice board of all identified post offices.

There would be an orange OMR application form and khaki return envelope inside the khaki application form to be distributed free of cost. The colour of the application form sold for Rs 200 would be white and that of OMR application form inside it would be magenta while the colour of return envelope would be white.

The counter assistants at different post offices would provide two acknowledgement receipts with date stamped along with the complete set of forms. These receipts will be required at the time of submission of forms by the applicant. Completed forms would be submitted only at the post office from where these have been purchased. Under no circumstances, application forms would be accepted by any other post office. Only one set of application forms would be given to a candidate.

At Allahabad region forms are available at the head post office ( HPO), Kutchehry post office, City post office and those at Handia, Karchana and Sirathu post office in Kaushmabi district.

A large crowd of applicants gathered at post offices  to buy forms of UP Police Recruitment. To tackle the huge crowd, Director, Postal Services Allahabad region, Krishna Kumar Yadav visited post offices and reviewed arrangements at counters and police security.

On Yadav's instructions eight counters were opened in Allahabad Head Post Office in place of three. While one counter was allocated for female applicants, five counters were for forms against payment and two for form to be sold free of cost. Similarly, in Kutchery Head Post Office four counters were opened.

Keeping in mind the increased number of applicants Yadav spoke with police officers and asked them to make necessary arrangements from 8am so that unwarranted events may be avoided.

Post offices to sell police recruitment form from 18 July to 20 August in Uttar Pradesh

With the Uttar Pradesh state government announcing to hold recruitment process for vacant seats in the state police department, the postal department is gearing up to manage the logistics.The postal department will make available the application forms at 169 post offices in Uttar Pradesh from July 18 onwards. Sharing details of the exercise with TOI, director, postal services, Allahabad region, Krishna Kumar Yadav said that the application forms would be sold from July 18 to August 20 at 169 post offices in the state out of which 24 are in the Allahabad region.

Mr. Krishna Kumar Yadav,  Director Postal Services,  said that two different types of forms will be sold by the Post Offices. First category of application forms will be in khaki colored envelops, which will be distributed free of cost to those candidates who had applied for U. P. Police Recruitment Examination-2011. Whereas the second category of applications which will be made available in white envelope for Rs. 200/- for other candidates. Mr. Yadav said that to obtain free of cost application forms applicants will be required to submit an application and declaration in prescribed proforma regarding their last OMR application form number, which is being pasted on the Notice board of all identified Post Offices. There will be an orange colored OMR Application form and khaki colored return envelope inside the khaki application form to be distributed free of cost, whereas the color of form sold for Rs. 200/- will be white and color of OMR application form will be magenta and color of return envelope will also be white.

            Director Postal Services, Mr. Krishna Kumar Yadav added that the counter assistant will provide two acknowledgement receipts date stamped along with the complete set of form, these receipts will be required at the time of submission of forms by the applicant. Completed forms will be submitted only to that office from which the forms were purchased. Under no circumstances, will these forms will be accepted by any office other than the office from which they were purchased. Only one form will be given to a candidate.

            Mr. Krishna Kumar Yadav, Director Postal Services, Allahabad Region said that extensive arrangements have been made for sale of forms and separate counters will be established for both types of forms. He said that these forms will be sold at Allahabad Head Post Office, Allahabad Kutchery Post Office, Allahabad City SO, Handia, Karchana in Allahabad District; at Sirathu in Kaushambi district; Pratapgarh HO, Lalganj and Patti in Pratapgarh district; Ghazipur HO, Saidpur, Mohammadabad Yusufpur in Ghazipur District; Jaunpur HO and Mariyahun in Jaunpur District; BHU, Varanasi HO and Varanasi Cantt HO in Varanasi District etc. To ensure proper distribution and security of Police Recruitment forms Police officials have been requested to depute adequate Police force.

डाकघरों से आज से मिलेंगे उत्तर प्रदेश पुलिस भर्ती फार्म

पुलिस भर्ती के आवेदन फार्म 18 जुलाई, 2013 से चयनित डाकघरों में मिलने शुरू हो जायेंगे। इस संबंध में जानकारी देते हुए इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव ने बताया कि उत्तर प्रदेश के 169 डाकघरों से फार्म मिलेंगे, जिनमें इलाहाबाद परिक्षेत्र के 24 डाकघर शामिल हैं। यह फार्म 18 जुलाई से 20 अगस्त, 2013 तक बिक्री किये जायेंगे।

इस संबंध में विस्तृत जानकारी देते हुए निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव ने बताया कि डाकघरों के द्वारा दो अलग-अलग तरह के फार्म बिक्री किये जायंेगे। प्रथम प्रकार के आवेदन-पत्र (खाकी रंग का लिफाफा) ऐसे अभ्यर्थियों को निःशुल्क वितरित किये जाएंगे जिन्होंने उ0प्र0 पुलिस भर्ती परीक्षा-2011 के लिए उस समय आवेदन किया था तथा दूसरे प्रकार के आवेदन-पत्र (सफेद रंग का लिफाफा) अन्य अभ्यर्थियों को रू 200/- शुल्क लेकर वितरित किये जायेंगे। श्री यादव ने यह भी कहा कि निःशुल्क आवेदन पत्र को प्राप्त करने हेतु आवेदक को एक अनुरोध-पत्र व घोषणा पत्र भी देना होगा, जिसका प्रारूप डाकघरों में नोटिस बोर्ड पर चस्पा कर दिया गया है। निशुल्क दिये जाने वाले खाकी रंग के लिफाफे के अन्दर नारंगी रंग का ओएमआर आवेदन पत्र होगा व खाकी रंग का वापसी लिफाफा होगा, जबकि सशुल्क आवेदन पत्र का लिफाफा सफेद रंग का होगा और लिफाफे के अन्दर ओएमआर आवेदन पत्र का रंग मजेन्टा होगा व वापसी लिफाफे का रंग सफेद होगा। 

डाक निदेशक श्री यादव ने बताया कि संबंधित काउंटर सहायक द्वारा फार्म के सेट के साथ पावती पर्ची की 2 प्रतियाँ डाकघर के नाम व तारीख की मोहर लगाकर अभ्यर्थी को दी जायंेगी, जिसका उपयोग फार्म को वापस करते समय अभ्यर्थी द्वारा किया जायेगा। फार्म भरकर उसी डाकघर में वापस किया जायेगा जहाँ से वह खरीदा गया है। किसी भी स्थिति में दूसरे डाकघर द्वारा फार्म स्वीकार नहीं किया जायेगा। एक अभ्यर्थी को केवल एक ही फार्म दिया जायेगा।

निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव ने बताया कि फार्मों की बिक्री हेतु व्यापक प्रबन्ध किये गये हैं एवं सशुल्क व निशुल्क आवेदनों हेतु अलग-अलग काउंटर चलाये जायेंगे।  उन्होंने कहा कि वाराणसी के वाराणसी प्रधान डाकघर, वारणसी कैंट प्र0 डा0, बी एच यू उपडाकघर, संत रविदास नगर के भदोही मुख्य डाकघर, ज्ञानपुर उपडाकघर, चन्दौली मुख्य डाकघर, मिर्जापुर के मिर्जापुर प्रधान डाकघर, चुनार उपडाकघर, राबर्ट्सगंज उपडाकघर, शक्तिनगर उपडाकघर, गाजीपुर के गाजीपुर प्रधान डाकघर, मोहम्मदाबाद युसुफपुर उपडाकघर, सैदपुर उपडाकघर व जौनपुर के जौनपुर प्रधान डाकघर व मडि़याहूं मुख्य डाकघर के माध्यम से फार्मों की बिक्री की जायेगी। डाकघरों से पुलिस भर्ती फार्म के सुचारू वितरण एवं सुरक्षा को ध्यान में रखते हुए आवश्यक पुलिस बल की तैनाती हेतु भी पुलिस अधिकारियों को लिखा गया है।

जौनपुर डाक मंडल अन्तर्गत नवीनीकृत प्रोजेक्ट ऐरो मडि़याहूँ मुख्य डाकघर का लोकार्पण मछली शहर के सांसद श्री तूफानी सरोज द्वारा इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव की अध्यक्षता में आयोजित एक कार्यक्रम में 11 जुलाई 2013 को शिलापट्ट के अनावरण द्वारा किया गया। इस अवसर पर सांसद श्री तूफानी सरोज एवं डाक निदेशक श्री कृष्ण कुमार यादव ने डाकघर में उपलब्ध सेवाओं का अवलोकन किया एवं प्रतीकात्मक रूप में स्पीड पोस्ट बुक कराकर शुभारंभ भी किया। 

    मुख्य अतिथि के रूप में सांसद श्री तूफानी सरोज ने कहा कि डाक विभाग एक लम्बे अरसे से लोगों की सेवा करते आ रहा है और अपने वृहद नेटवर्क के माध्यम से दूरदराज के ग्रामीण इलाकों को भी यह जोड़ता है। ऐसे में प्रोजेक्ट ऐरो के तहत डाकघरों के आधुनिकीकरण के लिए किये जा रहे प्रयास महत्वपूर्ण हैं। डाकघर के उन्नयन से नागरिकों को काफी सहूलियत होगी एवं उन्हें डाक विभाग की आधुनिक सेवाओं का लाभ मिल सकेगा।

कार्यक्रम की अध्यक्षता कर रहे निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव ने अपने सम्बोधन में कहा कि प्रोजेक्ट ऐरो डाक विभाग की एक महत्वाकांक्षी परियोजना है, जिसका लक्ष्य डाकघरों का चेहरा पूर्णरूप से बदलना है और इसके तहत अब मडि़याहूँ मुख्य डाकघर भी शामिल हो गया है। उन्होंने कहा कि भारतीय डाक का मूलमंत्र है - डाक सेवा-जन सेवा और प्रोजेक्ट एरो में इसका पूरा ध्यान रखा गया है। श्री यादव ने कहा कि प्रोजेक्ट एरो के मूलतः दो भाग हैं- कार्यों का सम्यक रूप में सम्पादन एवं डाकघरों के लुक एवं फील को आधुनिक बनाना। प्रथम के अन्तर्गत डाक वितरण, पे्रषण, बचत बैंक एवं आफिस सर्विस में सुधार पर जोर है तो लुक एवं फील के अन्तर्गत डाकघरों की  ब्रांडिंग , आई0टी0 पर जोर, मानव संसाधन का सम्यक विकास एवं आधारभूत संसाधनों में सुधार अपेक्षित है। 

       डाक निदेशक श्री कृष्ण कुमार यादव ने कहा कि मडि़याहूँ मुख्य डाकघर के प्रोजेक्ट एरो के अन्तर्गत कायाकल्प होने के साथ ही दूर-दराज ग्रामीण अंचलों में इसके लेखान्तर्गत स्थित 20 शाखा डाकघरों की कार्यप्रणाली में भी काफी पारदर्शिता आयेगी। इसके तहत बैंकिंग, धन भेजना, सूचनाओं के आदान-प्रदान की सुविधा एक ही खिड़की पर उपलब्ध होगी। बचत बैंक सेवाओं को पूर्णतया कम्प्यूटराइज्ड कर उनकी शतप्रतिशत डाटा फीडिंग और सिगनेचर स्कैनिंग भी कराई जा रही है, ताकि मैनुअली ढंग से कार्य संपादित करने पर होने वाली देरी से बचा जा सके। इस तरह आम आदमी की जरूरतों का पूरा ध्यान रखा जाएगा।

  डाक अधीक्षक जौनपुर श्री सी बी सिंह ने अतिथियों का स्वागत किया एवं कहा कि मडि़याहूँ मुख्य डाकघर में जन सुविधाओं की उपलब्धता उनकी प्राथमिकता में शामिल है। इस अवसर पर सहायक डाक अधीक्षक पी सी यादव, पोस्टमास्टर श्री बिन्द कुमार यादव, डाक निरीक्षक अरूण कुमार शुक्ला, विपिन यादव, अर्जित सोनी, सहायक अभियन्ता लक्ष्मी शंकर मिश्रा सहित तमाम अधिकारी, कर्मचारी, जन प्रतिनिधि, मीडियाकर्मी, बचत अभिकर्ता व नागरिकगण उपस्थित थे। कार्यक्रम का संचालन सहायक डाक अधीक्षक श्री प्रभाकर त्रिपाठी व आभार ज्ञापन डाक निरीक्षक श्री एस पी राय द्वारा किया गया।

वाराणसी (पश्चिम) डाक मंडल अन्तर्गत नवीनीकृत प्रोजेक्ट ऐरो औराई व ज्ञानपुर उपडाकघर का लोकार्पण इलाहाबाद परिक्षेत्र के निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव द्वारा 11 जुलाई 2013 को शिलापट्ट के अनावरण द्वारा किया गया। इस अवसर पर डाक निदेशक श्री कृष्ण कुमार यादव ने डाकघर में उपलब्ध सेवाओं का अवलोकन किया एवं प्रतीकात्मक रूप में स्पीड पोस्ट बुक कराकर शुभारंभ भी किया। 

    मुख्य अतिथि के रूप में निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव ने अपने सम्बोधन में कहा कि प्रोजेक्ट ऐरो डाक विभाग की एक महत्वाकांक्षी परियोजना है, जिसका लक्ष्य डाकघरों का चेहरा पूर्णरूप से बदलना है। इसके तहत चयनित डाकघरों की कार्यप्रणाली को सभी क्षेत्रों में सुधार एवं उच्चीकृत करके पारदर्शी, सुस्पष्ट एवं उल्लेखनीय प्रदर्शन के आधार पर और आधुनिक बनाया जा रहा है। श्री यादव ने कहा कि डाक वितरण, डाकघरों के बीच धन प्रेषण, बचत बैंक सेवाओं और ग्राहकों की सुविधा पर जोर के साथ नवीनतम टेक्नोलाजी, मानव संसाधन के समुचित उपयोग एवं आधारभूत अवस्थापना में उन्नयन द्वारा विभाग अपनी ब्राण्डिंग पर भी ध्यान केन्द्रित कर रहा है। ये प्रयास न सिर्फ डाकघरों को उन्नत बनाएंगे बल्कि देश में सामाजिक और आर्थिक परिवर्तन लाने में भी डाक विभाग की भूमिका में अहम वृद्धि होगी। 

    डाक निदेशक श्री कृष्ण कुमार यादव ने कहा कि प्रोजेक्ट एरो के माध्यम से डाक विभाग अपनी मूल सेवा डाक वितरण पर विशेष रूप से जोर दे रहा है। डाक वितरण के तहत प्राप्ति के दिन ही सभी प्रकार की डाक चाहे वह साधारण, पंजीकृत, स्पीड पोस्ट या मनीआर्डर हो का उसी दिन शतप्रतिशत वितरण व डिस्पैच, लेटर बाक्सों की समुचित निकासी और डाक को उसी दिन की डाक में शामिल करना, डाक बीटों के पुनर्निर्धारण द्वारा वितरण को और प्रभावी बनाना एवं डाक वितरण की प्रतिदिन मानीटरिंग द्वारा इसे और भी प्रभावी बनाया जा रहा है। इसी प्रकार बचत बैंक सेवाआंे को पूर्णतया कम्प्यूटराइज्ड कर उनकी शतप्रतिशत डाटा फीडिंग और सिगनेचर स्कैनिंग भी कराई जा रही है, ताकि मैनुअली ढंग से कार्य संपादित करने पर होने वाली देरी से बचा जा सके। प्रोजेक्ट ऐरो के तहत बैंकिंग, धन भेजना, सूचनाओं के आदान-प्रदान की सुविधा एक ही खिड़की पर उपलब्ध होगी। उन्होंने बताया कि औराई व ज्ञानपुर उपडाकघर कोर बैंकिंग साल्यूशन के तहत फेज 1बी में शामिल किये गये हैं, तदनुसार कालान्तर में यहाँ भी आनलाइन बैंकिग सेवायें उपलब्ध हो सकेंगी। 

 निदेशक डाक सेवाएं श्री कृष्ण कुमार यादव ने यह भी बताया कि प्रोजेक्ट ऐरो के अन्तर्गत लुक एंड फील में उत्तर प्रदेश में 189 डाकघर व इलाहाबाद परिक्षेत्र में 25 डाकघर नवीनीकृत हो चुके है। इनमें वाराणसी के वाराणसी प्रधान डाकघर, कैंट प्रधान डाकघर, बी एच यू डाकघर, मुगलसराय डाकघर, भदोही डाकघर, चन्दौली डाकघर, चकिया डाकघर के साथ-साथ अब  ज्ञानपुर व औराई उपडाकघर भी शामिल हंै।

     

डाक अधीक्षक वाराणसी (पश्चिम) श्री आर एन यादव ने अतिथियों का स्वागत किया एवं कहा कि औराई व ज्ञानपुर डाकघरों के उन्नयन से नागरिकों को काफी सहूलियत होगी एवं उन्हें डाक विभाग की आधुनिक सेवाओं का लाभ मिल सकेगा। इन डाकघरों के प्रोजेक्ट एरो के अन्तर्गत कायाकल्प होने के साथ ही दूर-दराज ग्रामीण अंचलों में इसके लेखान्तर्गत स्थित शाखा डाकघरों की कार्यप्रणाली में भी काफी पारदर्शिता आयेगी।
